Heppner Gazette Times, Thursday, February 28, 1952 New Practices Add To State PMA Program A "continuing" feature has been added to 1he state agricul tural conservation program, an nounces E. Harvey Miller, state' production and marketing ad ministration committee chair man. Provisions were added late last year making it possible for the county PMA committees to start their program year in October for certain practices. Heretofore, the program has been carried out on a calendar year basis. By receiving prior approval, farmers may now start permanent type practices in the fall and carry them through to conclusion with out danger of losing assistance.1 Formerly, Miller explains, fall practices suffered. County allo cations of funds were frequently exhausted early in the year mak ing it impossible for county com mittees to offer assistance on practices normally started during fall months. The fact that county ACP books had to b; closed at year end made the carry-over feature impossible whether funds were spent or not. The Court ordered that the Heppner Gazette Times be the of ficial newspaper of the County for the year 1952. The Court appointed Garland Swanson of lone, Oregon on the Pioneer Memorial Hospital Board to fill the unexpired term of Jack O'Connor resigned. Harry Duvall was reappointed to another 5 year term on the Hospital Board. The Court appointed Lewis Hal versen, lone, Oregon to a three year term on the Morrow County Fair Board to succeed Garland Swanson, resigned. The Court instructed the Dis trict Attorney to prepare a reso lution for the abandonment of the route of the old Columbia River committee will be able to start such permanent farm improve ments as tile installations. When specifications are met, assist ance will be guaranteed by the county committee from car-marked funds. In western Oregon, the new feature is expected to encourage practices where earth moving is required. It is during the fall period when heavy equipment, normally used in the woods or in other construction work is aval able to farmers on a short-time basis. Drainage improvements will be materially stepped up Miller believes. Two practices in eastern Ore gon counties normally carried out durinc the late fall after Irriga tion has been completed and land leveling and irrigation system re organization. Both are expected to receive new attention due to t h e program administrative change. o Mrs. Clara B. The Court ordered the bid of the Union Oil Company, of a discount of 1 cent per gallon from the tank wagon delivered price for gaso line together with the bid of 1 cent per gallon off the wagon de livered price for diesel fuel oil was the most advantageous and for the best interest of the county. The Court ordered that owners of dogs be given until March 1, 1952, to procure dog licenses at the rate of $1.00 for males or spayed females, and $2.00 for fe males, but after the above men tioned date, the licenses shall be collected for at the rate of $2.00 for males or spayed females and $1.00 for females. The Court ordered the follow ing Bangs' Disease Claims paid: Harold L. Rash $159.37; Guy Ralph Beamer $8.00. Upon the request of the Irrigon Precinct Election Board and as the registration in the precinct qualifies it for a Second Board, the Court ordered that a Second Board be allowed and that regis tered electors be chosen to fill the board. The Court ordered that the Election Boards of Morrow County be paid at the rate of 60 cents per hour, and that the starting time of the Second or Counting Board be set by the County Clerk as provided by law.
