STATE FUNCTIONS RESTORED
The untying of federal strings on
state activities the past,' week has
eased progress in manyj state de
partments. Momentum 'was given
this procedure by President Tru
man's agreement with the executive
committee of the national govern
ors' conference when they called at
the White House ten days ago with
a proposal that employment serviced
be returned to the states.
The unemployment services of the
48 states were consolidated into the
United States employment service
in Jan. 1942, as a wartime measure.
WORLD WAR II VETERANS' AID
On Oct. 1 the state department
of veterans' affairs will be ready to
accept applications for loans from
veterans of World War II who have
at least 90 days service and are
honorably discharged, Director
Hugh Rossarf has just announced.
The loans are for purchasing homes
or farms on a 20-year payment plan
at 4 percent interest. Loans will be
held at $3000 and will be made on
75 percent of the assessed valuation.
Applicants must have been resi
dents of Oregon at the time of
their enlistment and when they
apply for a loan. Servicemen as
signed to the Specialized Training
program are eligible. The sate de
partment of veterans' affairs has
called for bids on $1,000,000 in
bonds to finance this department.
Bids must represent 95 percent or
more of the face value of the
