PROCLAMATION WHEREAS, the unregulated use of certain forest areas is, in the judgment of the State Forester, a menace to life and property due to conditions tending to cause or allow the . rapid spread of fires which might occur or btcause of the inac cessible character of such areas due to the lack of suitable roads, and WHEREAS, upon the showing of the State Forester it appears to me to be necessary to close to un regulated use the following areas dsignated as: AREA NO. R-l: All National Forests in Oregon and ad jacent areas protected by the Unit ed States Forest Service as follows: Adjacent to Umatilla National For est: EV2 T. 6 N., R. 37 E.; T. 6 N., Rs. 38 and 42 E.; that part of T. 6 N., R. 43 E., west of Grande Ronde River except Sections 13, 14, 23, 24, and 26; E T. 5 N., R. 37 E; T. 5 N., R. 38 E., those parts of T. 5 N., Ra. 42 and 43 E., lying north and west of Grande Ronde River; Ts. 3 and 4 N., R. 37 E.; that part of T. 3 N., R. 36 E.( outside Umatilla Ind ian Reservation; T. 1 S. R. 36 E.; Sections 25 to 27 inclusive, and 34 to 36 inclusive, T. 2 S., R. 32 E.; S.-ctions 21 to 36 inclusive, T. 2 S., R. 33 E.; Sections 1, 2. 11 to 14 in clusive, 24 and 36, T. 2 S., R. 35 E.; T. 2 S., R. 36 E.; Sections 9 to 12 inclusive, 30 and 31 T. 2 S., R. 37 E.; Sections 31 to 36 inclusive, T. 3 S., R- 29 E.; Sections 23 to 26 inclusive, and 31 to 36 inclusive, T. 3 S., R 30 E.; SV2 T. 3 S., R. 30 E., Sy2 and NEy4 T. 3 S., R. 31 E.; T. 3 S., R. 32 E.; that part of T. 3 S., R. 36 E., north of Grande Ronde River; T. 4 S., Rs. 29 to 32 E., inclusive; T. 5 S., Rs. 30 to 33 E., inclusive, T. 6S. R. 27 E,; Section 1, T. 7 S.; R. 23 E.; Section 6, and those parts of Sections 1 to 5 inclusive, lying north of North Fork John Day River, T. 7 S., R. 29 E.; that part of T. 7 5.. R. 30 E., lying north of North Fork of John Day River; Sections 13, 14, 23 and 24, T. 8 S., R. 25 E.; Section 36, T. 8 S., R. 26 E.; and Section 16, T. 8 S., R. 27 E. NOW. THEREFORE, I EARL SNELL, Governor of the State of Oregon, by virtue of the authority vested in me under the provisions of Section 107-210, Oregon Compil ed Laws Annotated, do hereby pro claim the unregulated use of the above-described areas to be unlaw ful and do hereby close said areas and the same shall be subject to use only upon condition that entrants shall comply with all of the follow ing requirements or conditions: 1. To refrain from smoking while tra veling in such areas, except on pav ed or surfaced highways. 2. To se cure a permit issued by the forester or a fire warden before building a campfire other than at improved, designated and posted campgrounds on such areas. 3. SV2 Section 22, Sections 23 to 26 inclusive, those parts of Sec tions 27 and 34 east of Willow Creek Road, and Sections 35 and 36, T. 4 S., R. 28 E.; and that part of Sec tion 19, T. 4 S., R. 29 E., northwest of Arbuckle Road. AREA NO. 95 P JOHNSON CREEK AREA: That part of Section 32 east of Johnson Creek Road, Section 33, and Wy2 Section 34, T, 3 S., R. 29 E.; and Sections 3 and 4, those parts of Sec tions 5 and 8 east of Johnson Creek Road, Sections 9, 10, 15, and 16, and EV2 Section 17, T. 4 S., R. 29 E. NOW THEREFORE, I, EARL SNELL, Governor of the State of Oregon, by virtue of the authority vested in me under the provisions of Section 107-209, Oregon Compil ed Laws Annotated, do hereby pro claim the unregulated use of the above-described areas to be unlaw ful and that said areas shall be sub ject" to entry only through permit to be issued by the State Forester or: a fire warden, under which per mit entrant shall comply with any and all of the following require ments: (a) To build no fires except in places designated as safe in said permit, (b) To have as a part of his or her equipment, tools suitable for extinguishing fire, (c) To re frain from smoking except in places designated as safe in said permit. This proclamation shall be effect ive from and after the 12th day of July, 1944, and shall remain in full force and effect until the 31st day of December, 1944. Young Mahon has had two years in the service, much of that time spent in the south Pacific.
