Salem. The State Emergency
Board meeting here Friday turned
thumbs down on a request for an
appropriation of $15,000 for use by
the Industrial Development Com
mission of Oregon in the employ
ment of expert aid in a study of
state and local governmental prob
lems. The request for the appropriation
was presented by David Eccles, state

board which could not have been
presented before the last legislature.

propriation were Senator Ronald
Jones of Marion and Representative
Angus Gibson of Lane. Voting for
the appropriation were Representa
tives Farrell and C. C. Bradley of
Portland and Harry Boivin of Klam
ath and Senator Howard Belton of
Clackamas. Five votes are neces
sary to approve an emergency ap

financing the work of the civilian
defense council and for the exten
sion of the state police organization.
A maximum of $25,000 for the bi

for the civilian defense commission
while additional funds for the state
police were fixed at a maximum of
