The State Emergency Board meeting here Friday turned thumbs down on a request for an appropriation of $15,000 for use by the Industrial Development Com mission of Oregon in the employ ment of expert aid in a study of state and local governmental prob lems. In voting against the appropriation Dean Walker, senate president, ex plained that he did not consider the request as covering an emergency board which could not have been presented before the last legislature. Voting with Walker against the ap propriation were Senator Ronald Jones of Marion and Representative Angus Gibson of Lane. Voting for the appropriation were Representa tives Farrell and C. C. Bradley of Portland and Harry Boivin of Klam ath and Senator Howard Belton of Clackamas. Five votes are neces sary to approve an emergency ap propriation.
