AMERICA has assumed a defeat ist philosophy. The New Deal tells us we will always have a vast army of unemployed and that we must prepare to take care of it, while under the New Deal more and more of the population has been encouraged to look to Washington for succor. The government checks which have come to Morrow county farm ers for not raising wheat have add ed to that idea. They came at a time of crop failure and represent ed about the only source of income to numerous farmers. Naturally, the recipients and the business men with whom they traded were grate ful. That money was welcome and needed. But where did the money come from? At first a tax wa3 levied on processing of the wheat to bring It The supreme court ruled that meth od unconstitutional because, they said, it is unfair to tax one class for the benefit of another class. While the supreme court thus drew words of anathema from New Dealers, the ruling stuck. Now the only re' course is general taxation to pay these, as well as untold other, gov- ernment checks being issued on borrowed money for the repayment of which a tax program must still be worked out. Whether government checks are paid by special or general taxes, however, the ultimate effect is the same. The only true wealth in the country is represented by what comes from the soil on application of hard labor, and when the tax burden is sifted down to its ulti mate conclusion it is found to fall upon that wealth; so that in the ul timate the producer must eventually IDT OKW Alc(fepM pay for the checks received, as well as for the other almost incredible expenditures being made. Few people in Morrow county will object to having drawn against the future to carry them through a time of stress. But all should be Interested in knowing how far that course is to be pursued. If, as New Dealers say, things are now mov ing along at the peak, it Is time to call a halt on borrowing. There are those in America who believe that if the government would withdraw its paternalism and encourage capital into private in dustry rather than discouraging it, the wheels of industry would turn at a rate that would absorb most of the unemployed manpower in the country while again permitting it to feel the just rewards of honest endeavor. So long as the threat of an unstable currency and the bait of a low interest rate on tax-free government bonds exist, combined with the threat of capital in private industry being taxed out of exist ence, the industrial structure in this country Is not going ahead. Those who believe that regimentation and paternalism are necessary, should hearken back to pre-New Deal days when under a truly American form of government this nation became the greatest nation on earth. It is now in thirteenth place among na tions in recovering from the de pression which hit other nations with equally as devastating effect as it did the United States. Claims against the County were read and the Court allowed, continued or disallowed them and ordered approved claims paid by proper warrant from the proper iund.
