An act aimed to put med ical quackery on a par with recog nized medical ability. If passed would result in poorer care for in jured workmen coming under the workmen's compensation act while increasing the rates under this act to a prohibitive degree. A vicious measure against society. The pres ent basic science law provides that anyone except religious healers, to practice the healing arts in this state must pass an examination be fore an impartial board of examin ers in the basic subjects of physics, anatomy, chemistry, pathology and bacteriology, subjects recognized by all leading medical schools as es sential before anyone can be thor oughly qualified to practice the healing arts. The basic science law also makes it compulsory for all standard schools to teach all the basic sciences. Gram's insur ance plan involves a state fund to which all employed persons would contribute, according to their earn ings. The fund would be admin istered by a state board or commis sion similar to the Industrial Acci dent commission. The plan has the merit of lifting the burden for care of the aged from the shoulders of property owners. In addition it would remove the stigma of charity which attaches to the present pen sion. Oregon and its various political subdivisions are at last recording definite progress against the load of debt which has been piled onto the shoulders of the taxpayers during the post-war period of extravagance and easy credit. According to a survey just com pleted by State Treasurer Holman the net debt of the state and its subdivisions has been reduced by $10,141,594.41 in the past two years. Included in the gross debt of $215,717,5(8.62 owed by the state and Hs subdivisions on July 1, last, were $197,674,963.39 in bonds and $1S,042.605.28 in warrants. As a partial off-set against this stagger ing obligation there were assets of $45,295,977.89. leaving a net debt load of $170,421,590.73. At the present rate of payment the state should be entirely debt free in about 22 years, Holman estimates. In the meantime, how ever, the taxpayers will have con tributed in excess of $100,000,000 in interest to holders of bonds and warrants. This is a loss of only 1655 from the registration fig ures preceding the presidential elec tion of 1932. The figures include 291,367 republicans, a loss of 28,473 since the 1932 registration, and 182, 717 democrats who show a gain of 28,261 in the 2-year period, almost exactly off-setting the republican loss.
