IN A few days the gon will have in voters of Ore- their hands a copy of the voter's pamphlet con taining the proposed constitutional amendments and measures (with arguments) to be voted on at the general election Tuesday, Novem ber 8, 1932. A glance at the 72-page edition, filled with small print, will convince Mr. Average Voter that he has a man-sized job on his hands; so much so, in fact, that many will be discouraged from go ing into all the merits, pro and con, of the various measures. The demagogue has sensed this fact and has taken advantage of the opportunity to work his wiles, relying on the inertness of the elec torate and a mass of glowing prop aganda, based upon public unrest, to put across measures that will work to his interest It is to be hoped that the dema gogue will be fooled; that the elec torate will not prove apathetic, but will tackle the job with rolled-up shirt sleeves and an application of the wisdom that is the American heritage from past ages. It is to be -hoped that after the clouds of battle have rolled away, all Intent of personal privilege contained in the reams of measures will have been obliterated, and that the gen eral weal will have been truly served. It is not within the province of a country newspaper to go into the merits and demerits of the various measures in detail, as much as this paper would like to render such service. Many of the measures pro posed are of immense portent to the future welfare of the state. Much that is offered reeks of radi calism, which might result In chaos. For this reason, it is to be hoped that every voter will weigh the ma terial that is furnished him at state expense. The arguments contained in the pamphlet are thorough. From them, by application of sound judgment the voter may arrive at sound conclusions. But any con elusions arrived at by digesting only one side of an argument are not sound; and he who votes con victions so arrived at is shirking his job he may be likened to the ma son, who by putting a faulty brick into an immense building, adds one bit of weakness to cause its earlier Sunday School Lesson n By Kev. In the passage chosen for our les son we read of a hearty, liberal re sponse on the part of the Hebrews to the needs of their tent meeting. "The children of Israel brought a willing off ring unto the Lord," jew elry, precious metals and stones, clothing, skins, wood, spice and oil in abundance. Such giving is a test of charac ter. If you crave a sound under standing of the motives governing your neighbor's conduct, do not be greatly concerned over the amount he spends upon the necessities of life, but rather ask him how much of the remainder he gives to benev olent causes. It is astonishing how vast are the sums expended in America for luxuries. We spend annually, as a people, $540,000,000 on soft drinks, more than ?7oO,uou,UuU lor canay, and a billion dollars for various types of amusement Our yearly to bacco bill, in the neighborhood of two billions, is larger than the an nual cost of our religious and edu cational Institutions combined! Now while we recognize that civ ilization must have its amenities there is surely need, in the expendi ture of our wealth, of a greater de eree of sobrity and moderation God is calling us, as stewards of His bounty, to live a simple life, and to return to Him, in the spirit of the Golden Text, a much larger propor tion of the generous wealth He has bestowed upon us. Personally I am a strong believer in the Old Testament practice of tithing. I watch my expenses care fully through a budget plan, and aim to give my Church and various philanthropic causes at least tenth of my Income. To do this de mands a systematic method, with a "check-up." A tither does not elve In a haphazard manner. As Dr. Charles R. Brown has pointed out, the rich young ruler who came to Jesus was familiar with the phrases, "Sell and get,' "Sell and hoard," "Sell and spend but the Master's! command, "Sell and give," was to him a new, and uncomfortable idea. In these pres. ent days of widespread and tragic want "Sell and give" is a Rlogan that might well be proclaimed from the housetops. disintegration and thus shorten the life of the structure. A good rule to follow if one is not absolutely certain what will be the effect of adopting: any measure, is to vote "no." While the existing order is not perfect, nor is it with in the power of man to attain per fection, one knows what to expect. Radical changes lead to uncertain ty and further economic instability. Beyond the original guarantee of the right to health, freedom and the pursuit of happiness contained in the national constitution, most laws tend to constrain the activities of our ciizens and are aimed to give some personal interest a special privilege. Mr. Average Voter should realize that he is not among the privileged class who benefit from the making of more laws, and he should be careful to vote only for such measures as he understands thoroughly and whose effects he knows will be beneficial to the pub lic interest THE FIVE DAY WEEK. Autocaster Service, THE five day week in industry has A been tried for a year or more in a number of important manufac turing establishments of different kinds and sizes, and the general verdict is that it works to the ad vantage of everybody concerned. We think it is something which was bound to come sooner or later. The period of depression from which we are now emerging has merely has tened it along. In almost every kind of business these days the Saturday half holi day is generally observed. It is not generally the case, however, that a full half day s work is done on Sat urday morning. Some of the large organizations, like the big life in surance companies, which have had a five day week for their clerical staffs for a long time, say that just as much work is done in five days aa used to be done in five days and a half. Also, that their employees get such a definite physical and spiritual benefit from having their time to themselves from five o clock Friday until nine o'clock Monday morning, that it has proved an ac tual economy to cut down the work ing week without reducing salaries. We have too much of a tendency in America to make a virtue out of work for its own sake. A sounder philosophy of life is that work is a necessary evil, and should be re garded as merely a means to the end of achieving more leisure in which to enjoy the really valuable things of life. If the world's work could be done in three days out of every week, we think that this would be a much happier world in which to live. ON OREGON FARMS Canyon City Sheep owners of this region are considering a cam paign to eradicate liver flukes that cause the malady known sometimes as liver rot While the drug car bontetrachloride is effective in treating sheep that have these par asites, treatment is unnecessary where a simple campaign is car-1 ried out for eradicating the snails that serve as the alternate hosts for the flukes, says Dr. Robert Jay, fed eral veterinarian from the State col lege, who was brought here by County Agent R. G. Johnson. Cop per sulfate or bluestone scattered in mashy places where sheep graze destroys the snail hosts. Lakeview Ten acres of crested wheat grass planted on dry land by H. M. Parks on his ranch at Fort Rock is producing a lot of forage this year and has remained green after other vegetation has dried up. Mr. Parks has one of the best stands in the county and the grass varies from 6 to 28 inches tall and has stooled out well. This field was planted in 1930 at the suggestion of the county agent He reports that this grass is proving to be a great drought resistant forage plant in many other sections of eastern Oregon.
