ELSEWHERE in these columns is the annual report of City Treasurer W. O. Dix, as present ed to the council on Tuesday eve ning. This report shows the city to be in good financial circum stances, as at the close of the year there is on hand in the general fund a cash balance of $8,604.28, which can be used in the running expenses of the city. Besides this, the savings accounts of the city show a balance of $21,91 1.21. The most of this fund, we understand, is the accumulation of water de partment receipts over a period of several years, and it has been placed on interest in the banks, to be used in the future as emer gency requires. From this it would appear that the city is in fairly good financial condition. During the past year the city has undertaken and put over quite an extensive program of street improvement, but feeling that they had arrived at the end of their resources, the council ceas ed to prosecute the work further. The budget did not provide suffi cient funds to carry on street im provement for this year, but it would appear that the city ex chequer would stand the strain of needful expenditure in the prop er maintenance of the work al ready completed. This ought to be done, and proper equipment in the shape of a one-lnan machine for grading and maintenance work would not be out of the way. Good money has been spent in putting the streets in good shape; spend a little more and take proper care of what we have already bought and paid for; it is economy in the long run. We are inclined to the opinion that the city council will do this, if it is found at all possi ble. New Calendar Proposed. THE League of Nations has jl asKea tne unitea araies ro help establish an international calendar. A committee of the League of Nations is studying all proposals for reform of the cal endar. Under one system pro posed, the year would be divided into thirteen months of four weeks each, with an extra day called "Year Day" at the end of the year. In leap years, "Leap Day" would be inserted. The ex tra month would be called "Sol" and would be inserted between June and July. If the fifteenth day of January fell on a Monday one year it would fall on a Mon day every succeeding year. The same day of the week would cor respond with the same day of the month in every year. Calendar reform might simpli fy bookkeeping. A new calendar might be better all around. But tradition is a mighty thing to overcome and it is likely a new calendar will not be adopted until quite a few of our present leap years have been written into his tory. Government. THE governmental machinery X Federal, state and local in the United States is being given over more and more to bureaus, boards, commissions and what not Perhaps the growth of industrial ism in this country, the great in crease in population, and similar changing conditions have made this necessary. But, to many peo ple, it seems that the government has already gone too far. It is certain, at any rate, that whenever governmental machin ery becomes too complicated to be understood by people who have not made it their study, those peo ple cannot be expected to mam lest any intelligent interest in their government. It is equally certain that the movement to place the governmental processes in the hands of bureaus, boards, commissions and the like has rob bed popular government of measure of authority. The governmental machinery is being cluttered up with a lot of useless parts that do little except to rust out. She was 39 years old. She was a martyr to her duties and to her children. "After 19 years of marriage and hard work this wonderful wife and wonderful mother, who never complained, was taken from us. "Now is the time when she could have taken life more easy and could have enjoyed the growing up of her children while preparing herself for old age. "In two days she is gone. My duty towards the children will keep me going and going strong, but I feel the need for something that shall keep me going on myself. , "I would like to know if there is a reason for such happen ings and furthermore that the deceased one is happy in another life. Please hear the cry of a spiritual man left in the middle of life (1 am not yet 49), deprived of the only one faithful com panion and with nine children, from 18 to two and one-half years. I have the feeling that no other woman can ever enter my life, "I need a number of thoughts that shall satisfy me mentally and emotionally that everything is for the best and some cer tainty as to the life after death." There is no certainty of the life after death. That is a mat ter that must be taken on faith and hope. Of it we have a reasonable hope. Those who live the higher life, that is above the animal, all have a feeling of another life. While the Scriptures do not positively teach another life they assume it, as Christ says, "If it were not so I would have told you." , . Honor, patriotism, self-sacrifice and devotion reach out into another life. In this life they are often thwarted. What the Almighty's reasons were for taking this mother we cannot say. No one knows. But the best plan from any point of view isto go on assuming that he had a good reason. Nothing can be gained by giving up., If we believe in the high purposes and devoted life of the deceased we shall ourselves participate in them. If there is another life and the deceased is cognizant of our doings here, she cannot but be gratified to know that we are living up to our ideals. The memory of this mother that memory wdl continue to and her husband. of these boards, bureaus or com missions can name a few of these useless parts. The complicated machine neeas to be simplified. Maybe it would be if all who have become en meshed in the red tape spun out of the machine by bureaucratr were to set up a concerted howl. Business Development Follows Telephone. AMERICA owes its industrial and social growth largely to the telephone. All of Russia, a country of 140,000,000 popula tion, has only half as many tele phones as the city of Minneapolis Our national total of 18,000,000 telephones is more tlan there are in all other countries combined. Each day 72,000,000 telephone calls are completed in the United States. The tremendous effect of this instant intercommunication can be easily seen. In imagination look back fifty years; it seems lmpossime tnat business could exist and flourish with the communication disad vantages the pioneer had to meet. The telephone. has changed all that, and our leadership over other nations has increased, seemingly, in direct proportion toour tele phone development. There is some nervousness be ing manifested on the part of wheat farmers in different parts of the county as they fear the cold snap has been detrimental to the gram. However, it will not be possible to tell whether any .con siderable portion of the wheat has been frozen out until the frost goes out of the ground. It may prove true that grain has suffered on the exposed portion of fields where the north wind got in its work, but a general freezeout is altogether unlikely. Is there a Santa Claus? Ask Heppner people who have just received their December light bills, figured at the new rates. One venerable, gray-haired man was heard to remark, however, that it would be worth the old price to have the lights stop blinking. The snow storm did a lot of good. It delayed the opening of school a couple of days, giving the kiddies that much more time for sleigh riding. These silver thaws are some thing fierce; if you don't think so just try walking about town over the icey sidewalks and streets. Money is the greatest linquist or them all, for it speaks in all languages. "Just as, I expected, drink has broken up my home," said the man as his still exploded. , The jury may have decided Re mus was insane, but even a crazy man can tool some juries.
