EAST OREGON1AN ESTIMATES by O. Laureguard, city engineer of Portland, are that electric power consump tion in the northwest will have in creased 63 per cent in the next five years. His figures are based on reports given to him by three different private electrical com panies handling business in Ore gon and Washington and on esti mates made by the municipal plants of Seattle and Tacoma. The figures are no doubt con servative as engineering figures usually are. It is estimated by some engineers that power con sumption doubles every five years. The Seattle department antici pates such an increase and so does the Tacoma plant. The data shows that even at the present commercial rates there will be a demand for Umatilla rapids power before the power can possibly be made available. Even should work start tomorrow it would be 10 years before the first unit would be in operation. But Umatilla rapids power does not look to the sale of power at present rates. If power can be generated at one and two tenths mills per kilowatt hour and whole- saled by the government at two mills we should have lower rates. Under the new era electricity will be used not merely for lllumina- tion and power purposes but also for cooking, heating and numer ous other purposes. Naturally lower rates and more general use of electricity will add to the vol ume of power necessary to supply the needs. There can be no question of the market for Umatilla rapids power should the government undertake the project. However, it is not necessary for anyone to rely on hopes or expectations. The Mc- Nary-Sinnott bill provides that be fore the project is started the in terior department must make con tracts for the sale of the power at prices that will retire the indebt edness with interest. In other words the bill calls for the acid test of purchase. What more could be asked? The Umatilla rapids project is not only a great empire building proposal but it is plainly the most feasible and business-like proposi tion of the sort ever presented in the west. The theory is to make the river pay its own improvement with advance guarantees as stated above. The interior department nas approved this sort of an ar rangement for the improvement of the Colorado river and the con gressional committees have done likewise. May we not expect for the Ore gon country the same considera tion that has been extended to the southwest under similar circum stances? Pedestrians these days are go ing ahead by leaps and bounds. The King of Arabia is having a motor car built large enough to take his twenty wives with him on tour. Think of it; twenty back seat drivers! Scientists have now decided that "excitement" is an emotion ranking along with love, anger, fear, hate and joy. For a demon stration watch dad these days as Christmas shopping gets under way. DtFraitk Crane Says DON'T USE THE HEREDITY ALIBI pvOROTHY DIX had a good article recently on the heredity alibi. She pointed out that this is one of the most abused alibis in the world and one of which the weaklings are especial ly fond. It seems to be limited to weaklings. No man who is honest, upright, and has the other virtues, attributes it to the influence of his grandfather He always takes credit for such things himself. But when a man is a drunkard and loose in his sex life or otherwise self-indulgent, very often he or his mother for him will attribute it to the influence of his father's uncle or some such person. If a man has a hereditary leaning, for instance, towards liquor, why doesn't he leave it alone? I know a man who is prominent in politics, himself the Gov ernor of a State and his father before him a Governor. The father had been a great drunkard. For that reason his son never touched it. He knew the weakness was in his blood and he avoided it. This is the main thing for which heredity is good. It ought to teach us what kind of temptations to avoid. Any man who goes to the devil is the maker of his own down fall. We never place a false stone in the edifice of our career unless we do it ourselves. Likewise any man who achieves success is entitled to credit for it. Other people and events may have contributed to his venture, but they would have meant nothing without his coop eration. The one thing that a successful man clings to is his sense of responsibility. He is the master of his fate and he ought to be the captain of his soul. Our true heredity is from God and we all have in us the pow er to make something of ourselves. , The Orientals deify their ancestors, but all we use them for is to put the blame of our actions on them. If everything that is said about heredity were true this world would steadily go to the dogs. As it is, it is growing better and it is improving be cause there is a continual crop of new babies entering into it and humanity is always starting again. No matter what your father or mother or great uncles were, therefore, you should not be downhearted. Dr. Johnson once asked a woman to marry him and she re plied: "Sir, I cannot because my condition in life is not equal to yours. Besides, I have two uncles that have been hung." He answered: "As far as position in life is concerned, all men are born equal, and as far as ancestors are concerned, while I have no uncles that have been hung, I have several rel atives that ought to be hung."
