Our primary election is at hand and there are many im portant questions to be decided and important offices for which to provide nominees. Way down in the bottom of our hearts nearly all of us feel there is something rotten about this whole business of politics, and take it mostly as a necessary evil which must be endured. We are befuddled and flabbergasted by the preponder ance of campaign popaganda that Hows voluminously from every candidate's headquarters. All of which has the effect of keeping many a conscientious voter away from the polls. It is a practice of the political candidates to make a mountain of every little mole hill that lies in their path. Each one would like to make Mr. Voter believe that his pet hobby is the thread by which the sword of Damocles is hanging. With a barage of petty issues he befogs the landscape, hiding the fundamental principles on which every candidate's claim for dis tinction should be based. Mr. Voter, how much longer are you going to stand for these so called politicians dragging through the mire of such befoggery those principles, founded by our fore fathers and endeared to us through bloodshed and privation : the right to love, liberty and the pursuit of happiness; the right of free wor ship, of free speech, and the right of trial before a jury of peers? Our representatives in both the state and national governments should not be selected to repre sent any one interest. It is an unsound .political and economic practice. Those whom we choose to put at the head of our govern ment should be men large enough to comprehend all the needs of the country, and be able to weigh them in the balance, thereby main taining stability of the country as a whole. A man going to the U. S. senate, say, having but one sel fish interest to uphold, may sell the birthright of our nation to gain his ends. There appears on the repub lican ballot for the coming pri mary election the name of one man whom we conscientiously be lieve is large enough to fill the office of United States senator from Oregon. Frederick Steiwer of Pendleton in seekine nomina- tion for the office recently declared to a Heppne audience that if it was his fortune to become the rep resentative of the people in this nign position he would first and foremost pledge fealty to the con stitution of these United States, letting the minor campaign squab bles have the place to which their importance entitled them. His rec ord here in eastern Oregon has proved him to be a man of integ rity and good judgment. If he is defeated in this election Oregon will have turned down one of the best men that has ever sought of- nte in mis state. Can Profit by Ontario MANUFACTURER. THE Portland Oregonian in its issue of April 20, discussed the proposition of launching the State of Oregon on a scheme for public ownership development of hydro electric power. Similar proposals along political lines have been made in California, Washington and New York. The Oregonian says: "Fortunately we have the story of Ontario power told by a writer who has no financial interest in opposing public ownership, and who has been a witness of its working. This is a book entitled Niagara in Politics, by James Ma yor, Emeritus Professor of Polit ical Economy in the University of Toronto. "It is the story of skillful ex ploitation of popular prejudice against private ownership of big enterprises and of cultivation in the public mind of the socialistic delusion, that the government can give the people cheaper and better service by conducting these enter prises itself, than by entrusting them to private enterprise and subjecting owners to public reg ulation. "Professor Mavor tells how this agitation led to establishment of the Hydroelectic Commission, how this commission used its political influence to gain authority to ex tend its operations, whereby it gained more influence, how it ex tended its system by coercing cit ies to come into line, how it gath ered private power plants into its system, how it exceeded its author ity. Though party control of the provincial parliament and govern ment has changed several times in the last 20 years, each cabinet and each parliament has meekly followed its dictates until it has become actual dictator of Ontario. The hydro affords very vivid in stances of the use to which a com bination of economic monoply and political power may be put. "When a government leases its power sites, as is the practice of the United States, it regulates and criticizes their management; and the private operators are constant ly exposed to criticism by news papers and the people. But when the government operates an in dustry, especially when it estab lishes a monopoly, 'there ceases to be any independent official crit ic of that industry.' Any person with or without that industry who 'ventures to criticize is de nounced as an enemy of the peo ple, as an agent of profiteers or of the interest of capital or whatnot.' "Professor Mavor contrasts the industrial development of Ontario and New York, on opposite sides of Niagara Falls, and finds it vig orous on the American side but completely absent on the Canad ian side. Representative Ogden Mills, of New York, gives figures as to several cities on each side of the boundary, showing that American companies at Niagara Falls transmit power longer dis tances and sell it cheaper to Amer ican cities than the hydro does with regard to Ontario cities. He thus sums up the hydro's political manipulation of rates: " 'Those consumers that have the greatest political or voting strength enjoy the lowest rates, irrespective of the cost of service to them. Commercial lighting consumers, the next in importance numerically in voting strength, have the next lowest rates, while the retail industrial users, who comprise only one-fortieth of the total number, pay the highest rates.' "Ontario has given public own ership a 20-year trial and the re sults are these: A political dic tatorship, a hydroelectric system at double present cost, a huge pro vincial and municipal debt, a rate system adjusted to politics and not to cost, that is higher than that of New York under regulated pri vated ownership; and languishing industries. The foregoing vigorous sum mary by the Oregonian pictures exactly what would take place in Washington, Oregon, California, New York or any other state if the people turned the development of their water power or other re sources over to political control and management. We have an object lesson to go by in Ontario, Canada. If, with such an exam ple, the taxpayers of any com munity deliberately plunge them selves into hundreds of millions of dollars indebtedness for a pub lie ownership project, in prefer ence to state regulated private in dustries which pay taxes, they will have only themselves to blame. It is no tprobable, however, that thoughtful American citizens will be led estray by these socialistic schemes. Would Make Mars Smile rrHE American people are pav i. ing but one-eighth of their to tal income for taxes whether they are in the higher income brackets, or in the class which does not pay any taxes or file re turns. The San Francisco Chron icle puts is this way: "In 1924 the total income of people in the United States was 634 billions. Taxes national, state, municipal and all the rest, took eight billions. This means that out of each $10 you spent, you got only $8.75 and taxes took $1.25, no matter how loudly you may have pleaded poverty. In 1903, we gave up only one- fifteenth of our income. Now we give more than twice that much. Out of eight working days, the proceeds of one day must go to the government federal and other wise. "If the small taxpayer could be presented with a bill once a year, showing just how much his taxes amount to, including not only di rect taxes but all the indirect taxes skimmed off every com- modify he buys, a howl would go up that could be heard on the planet Mars." Oriental Authority Will Speak at 50-Year Event University of Oregon, Eugene, May 6. As a part of the state Semi-Cen-tennial celebration to be held by the University of Oregon, October 15-23, Er. E. T. Williams, noted authority on oriental affairs and head of the Chinese department of the Univer sity of California, will deliver an address at the laying of the corner stone for the proposed state Fine Arts building. Dr. Williams, who has accepted the invitation to speak, has served as sec retary of the American Legation in Peking, China, as chief of the divis ion of far eastern affuirs in the de partment of state, as technical dele pate to the Paris Peace conference in 1919, as special assistant to the department of state for the confer ence on limitation of armament and Pacific and far eastern problems in 1921. He is the author of several books and monographs on Chinese problems and conditions. In connection with laying the cor nerstone of the Fine Arts building, which will house the Murray Warner collection of oriental art, Dr. Wil liams will talk on the relation of or iental art to American civilization. Berry and Margaret Berry, defendants above named: In the Name of the State of Oregon, you, and each of you, are hereby re quired to appear and answer the com plaint of the plaintiff filed against you in the above entitled court and cause on or before six weeks from the date of the first publication of thi sum mons, said date being the first day of April, 1926, to-wit: On or before the 13th day of May, 1926; and if you fail to so appear and answer said com plaint, for want thereof the plaintiff will apply to the court for the relief prayed for in her complaint, to-wit: For judgment against defendants, John McDevitt and Daniel McDevitt, for the sum of $4800.00, with interest thereon at the rate of 7 per cent per annum from the 24th day of Novem ber, 1921, and the further sum of $400.00 attorney's fees, together with her costs and disbursements in this suit; for a decree foreclosing that certain mortgage recorded in Volume 30 of the Records of Mortgages of Morrow County, Oregon, at page 68 thereof, described in plaintiff's com plaint, covering the following de scribed real property, to-wit: West half of Section 24 and all of Section -5, Township 2 North, Range 24 East of Willamette Meridian; and that said real property be sold as upon execution and that you, and each of you, be barred and foreclosed of all your right, title, claim, or interest in n to said real property and everv part thereof, save only the statutory right of redemption; that the pro ceeds of such sale be appleid to the rayment of costs and disbursements of this suit and payment of such judg ment as shall be entered herein in fa vor of the plaintiff, including attor ney's fees; and for such other and further relief as apears to the Court to be equitable.
