THE county primary election in May will be a very quiet af fair from prseent indications. Only three offices are to be filled, those of treasurer, assessor, and one commissioner. To date only two candidates have announced themselves, L. W. Briggs for treasurer and G. A. Bleakman for commissioner, both being present incumbents. J. J. Wells, assessor, has not yet signified his intentions concerning reelection. Chances are favorable, however, that there will be no change in the court house personnel as a result of the coming elections. There is really very little reason for a change as the men now on the job have proved themselves very capable and efficient public servants. Only in one instance has there been rumor of competition, that of county commissioner. In this connection we wish to say a word in Mr. Bleakman's behalf. It is our earnest belief that the county would be doing itself an absolute injustice to refuse Mr. Bleakman another term of office. It has been practically a direct result of his efforts that the Heppner-Spray road was put on the state highway map, and made the recipient of forest road funds. It is safe to say that no other one man in the county has as complete knowledge of the situation of this project as has Mr. Bleakman, and that there is no one else nearly so well qual ified to keep this work on the move. The work on the Heppner Spray road is just started; it is going to take a lot of hard work to get it completed in a reasonable lenth of time. In behalf of this one project alone one of the big gest things this county has had in view for a long time we say, keep Mr. Bleakman on the job. Backing His Convictions. A LAWYER in New York City wrote his brother who is head of a New York state country bank, in regard to the use of government printed envelopes by the bank. He said : "I know their convenience and doubtless they are cheaper, but in these days when the various class es of industry and business real ize the necessity of fighting against the further encroachment of the government and state into business,, it is rather inconsistent for a bank, or any other business, to encourage government compe tition with its own citizens. So far as the envelopes are concerned, the government is in the business tax free; and if it can manufac ture, sell and distribute envelopes in competition with private enter prise, which must pay taxes to maintain government, there is no good reason why it should not in vade other fields of business. Each industrial function taken over in the name of the government adds an increased tax burden on the private citizen and property own er. I think that when the present supply of government envelopes is exhausted, we should purchase our envelopes from a private printer who pays taxes to maintain our government, even if it makes us lick our own stamps and causes us to pay a little more for the print ing. Think it over." Let the Steam Blow Off. TADICAL organizations are be Xving invited to join with the National Bureau of Information and Education, in the publication of a monthly periodical to be call ed New Politics in the Unitea States. The new journal is to contain twenty-four pages, three or four of which are to be devoted to cur rent news and the others to be used by economic, semi-political or reform organizations which agree to participate in the enter prise. Ultra-conservatives in this and other nations too often object to the publications as well as oral ut terances of radical individuals or organizations. This is a mistaken attitude. Leti the radical have the fullest free dom in expressing himself his own statements will in nine cases out of ten defeat his aims, because they will not appeal to the rank and file of sober-minded citizens. The way to counteract radical expressions is not to clamp the lid down on boiling and seething ideas, thus causing an inevitable explosion later, but to negative such expressions by presenting sound and logical arguments against them. Let the public hear both sides of a question, and the majority will arrive at sensible conclusions. Radio Aids Farmers. A RECENT inquiry sent to far mers as to the commercial value of their radios brought re plies from 500 farm radio listen ers in Texas, Oklahoma and Lou isiana. One hundred and sixty three reported that their radios saved them money each year, sav ings averaging $148.64 per family. Market reports were considered the greatest advantage of radio, though some farmers saved in movie tickets, gasoline and mag azine purchases. Farmers are using the more powerful sets. About 70 per cent of those reporting had loud speak ers, 24 per cent had three-tube re ceivers, and 21 per cent five-tube receivers. Seventy-two per cent listens regularly to talks on agri cultural subjects. It's baseball weather, boys. Aren't those fingers sort of itching for the feel of the "pellet"? Down lone way they're tossing her about and rumor has it they've got all the old gang together again, which means they're going to put out a team. Wonder if there's any ball players left around these parts. Heppner's new tennis courts are proving to be the source of much wholesome recreation for many racquet wielders. So far few Bill Tildens or Helen Willses have been developed but there are rumors of a few "dark horses." Anyway many "white hopes" are in evidence, and everybody's hav ing a good time. E PUTS OUT PLATFQRN1 To the Voters of Oregon: By this formal announcement I am declaring myself a candidate for the Republican nomination for the office of United States Senator from Ore gon. If elected my course will be deter mined in accordance with the state ments hereinafter set forth and ac cording to the accepted principles of the Republican party. I have no pri vate interest to serve but will en deavor to the best of my ability to serve the nation and all the people and every part of the state. It will be my purpose and ambition to sup port those things which Oregon ap proves and which are in accord with the nation's best interest. During the campaign I shall supplement this statement by such discussion of the points referred to herein as may seem necessary. Without pretending to cover all is sues I declare myself in favor of leg islation relating to the following propositions: Agriculture. I stand for justice to the farming industry. Unless the far mers can produce and market their produce profitably all branches of society must suffer. I will work for legislation to aid in the orderly mar keting of exportable surplus and will give every assistance to the con structive efforts now being put forth to balance and stabilize agricultural production and sale. Taxation. I favor reduction of tax burden by reducing expense of gov ernment. In this I am in full accord with the administration of President Coolidge. I am for rigid limitation of expenditures by eliminating from the government pay rolls all persons whose services are not essential, and by exercise of sound discretion in re fusing to permit the United States to engage in private business except where demanded by economic neces sity. I favor simpler laws respecting Federal income tax with less annoy ance and burden to tax payers. Labor and Immigration. I favor fafc working conditions and wages and believe in labor's right to or ganize and bargain collectively. I favor strengthening of immigration laws so that undesirable aliens may be absolutely barred" and more se vere selective processes may be em ployed with respect to those who are permitted to enter the United States. I am against unfair competition with our own working people by unassim ilable aliens. i Alcoholic Traffic and Law Enforce ment. I believe in the principle of the 18th Amendment and the objects sought to be obtained by it. I stand (or its observance and its enforce ment and for the enforcement of the laws enacted pursuant to tho 18th Amendment. Congress must not make ineffective the plain intent of the constitution but must provide means for its preservation and to insure re spect for its provisions. For law en forcement positions I favor men who aro in sympathy with the particular laws they are appointed to enforce. Narcotic Evil. I favor most vigor ous effort to eradicato traffic in nar cotics and to enforce laws directed J3 Frederick Steiwer against this evil. Federal Aid and Publie Domain. I will make unremitting effort to gain for Oregon a just measure of Federal aid. I stand for development of all resources and for Federal aid in irri gation and the colonization of pro jects already built. I favor Federal aid for roads and increasing Federal support toward the development of Oregon rivers and the Columbia and all coastal harbors. I will work for restoration to Oregon of money with held by removal of lands from tax rolls. I favor further contribution by United States to public domain states from revenue derived from public domain. I will support efforts for reforestation with assistance of the United States. Every department of indus try including manufacturing and ag riculture is vitally concerned in cheap and efficient transportation. I am op posed to port favoritism and one man control of the Shipping Board and therefore stand for regionul repre sentation upon this board, and will support any reasonable plan to main tuin the American merchant marine in foreign trade. Efficiency in Government. I favor reorganization of administrative de partments of the government where practicable to avoid duplication of effort and secure effective service. 1 will stand with Vice-President Dawes for limitation of debate in the Sen ate. World Peace. 1 approve American adherence to the World Court. I am for general disarmament consistent with national safety and favor a reasonable plan for draft in time of war of necessary resources and the universal conscription of men so as to eliminate as far as possible the war profiteer. I believe in first principles. I stand for righteousness in government and justice to all men. In my official course''I shall adhere to this idea. Safety of American government de pends upon loyalty to the fundamen tal principles of right and wrong. Free government will endure on no other.
