The new county court could do nothing to make itself more popu lar with the people than to direct most of its efforts the next couple of years to improving the public roads. The rads are generally in bad condition, and need attention. Now that the political excite ment has subsided and the public mind is back into its normal channel again, let us all devote a portion of our time and energy to advertising the fact that we have one of the very best and most de sirable localities in the entire West in which to build homes. The great Lewis & Clarke fair will at tract thousands of home-seekers to this coast, and Morrow county should make an effort to get some of them. We have lots of room for desirable citizens. Scientists claim that were the Cascade mountains to ever become denuded of their timber, the mois ture coming from the ocean would be nearly equally divided between the Willamette Valley and Eastern Oregon. However that may be, it it a positive fact that this portion of the state is getting a great deal more rata than it used to. Trees and vegetation are sure to attract and retain moisture, and every tree, every new grain field has its influence along this line. In the entire history of Eastern Oregon th crop prospects have never been so flattering as they are this spring, while in the Willamette valley the grain crops have been seriously in jured and retarded by dry weather. This is a singular but true condi tion of affairs. The Salem Statesman in com menting upon the range war and the cowardly method of slaugh tering sheep very pertinently says: "The utter brutality of this process of deliberately murdering innocent animals in order ti punish their owners is too fiendish to be properly characterized. The fact that the wretches always make these at tacks while masked indicate the degraded estimate they themselves place upon the act. A man who had the semblance of wright on bis side would go to the owner of the offending animals and settle with him, but a coward will cover what countenance he has and at tack the helpless animals in order to assert himself." Among the vessel arriving in the port of New York last Monday was one that would attract attention in any har bor in the world. It was the United States frigate Constellation, towed in from Newport for repairs. The Con stellation was built in 1708, and is of 1186 tons' displacement, a strange con-1 trast to some of our modern steel cruis ers of more than 10,000 tons. The name was derived from the popular descrip tion of the United States aa a "new constellation anion the nations." The first commander of the Constellation was Thomas Truxton, and before the war of 18)2 the 36 sua frieate had bril liantly engaged two 40-gun French ves sels, the Insurgent and the engeance.
