The wool pales at Shaniko lac week are an indication that th price of wool is advancing rieh along. While the Heppner Bale were a grand success, the Shaniko Bales were more so. The probabi lities are that the wool sold at th next sale here will bring a higher ; price than at the first. While the election returns show only half a victory for the republi cans on the local ticket they hav some cause for gratification over the result. They won the most stubbornly contested office in the county, that of sheriff, also elect- d Hon. G. W. Phelps district attornej , though they cannot claim the honoi of electing G. W. Cole joint rep resentative. Doubtless he woul have received a nuch larger von here had not the general imprt sion previled that U.natilla woul knife Mr. Phelps. Scotching .i ballots was terr fic. , No doubt one cause for this was on account of the local option fight. While the Japanese from the first have refused to divulge their plans, it appears qu te ciear that their chitf aim is the reduction of Port Arthur, Kuropatkin's at tention has been directed by dem onstrations toward the north so that Oku might be free to invest the great fortress. The capture of Liao Yang or even Mukden would not mean anything like the dis aster to the Russians that the downfall of Port Arthur would mean to that country. It is even hinted that the fall of that fortress would hasten peace; that it would be to the best interest of the Czar to make peace in case the Japs are successful in reducing Port Arthur. That is the impression among the higher classes at St. -etersburg. The Spokesman-Review says: "With Port Arthur captured, Newchwang taken and the Yalu district under control, the Japanese could comfortably await the Rus sians advance from the north or leisuerely go forward themselves, with their ranks full and their rear lines of communication intact and well protected. The first es sential in such a campaign, how ever, is the capture of Port Arthur, and this is evidently the task the Japanese have laid out for the June program. A. II.
