Move to Reduce Costs
of County Governments
Tho problem of county government
Is spreading Into nearly all the states
that have cut themselves Into many
county units. Two evils have devel
oped demanding economic and polit
ical treatment. One Is a growing ex
travagance In the government of
populous and rich counties and the
other Is the burdenaome coat of main
talnlng the oflklarfcs and functions
of small and poor counties.

A resolution passed by the Outdoor
Advertising association at Its annual
convention looks toward harmony be

provement projects and those organi
sations seeking to protect property

Department of Commerce make a sur
vey outlining the manner In which ad
vertising companies should proceed In
The resolution suggests that the De
portment of Commerce secure the aid
of the Chamber of Commerce of the
United States, the National Associa
tion of Heal Estate Hoards, the Amer
ican Hotel association, the Association
of National Advertisers, the Art Cen
ter of New York and the National
Federation of Women's Clubs In mak
ing Its recommendations to the adver
sers. The National Association of Heal
Folate Hoards four years ago placed
Itself on record as opposed to outdoor
advertising of such a nature that It
destroys scenic beauty and lowers
property values. At the annual con
vention of this organization, held Inst
June, In P."ston, at a special confer
ence on outdoor advertising, a resolu
tion was passed asking the Depart
ment of Commerce to make a survey
of present outdoor advertising.
