The draft examinations show
that mental and nervous defic
iency and instability are as prev
elent as tuburculosis and as well
worthy of being combated in an
organized way. About two per
cent of thegenctal population are
definately mentally defected, one
-half of whom are in need of
instutional care. There are in the
State of Oregon at least GOOD
persons who are definitely men
tally defective and there are over
3000 in our state institutions.
