TOURING the past week mem- WJ bers of the county court ludce Bence and Commissioner Bleakman, accompanied by Attor ney C. L. Sweck, met with Chair man Dubv of the State Highway commission and held an interview which lasted for several hours The object was to arrive at some plan whereby the county could cooperate with the commission in the completion of the Lena-Vin-son pap of the Oregon-Washing ton highway. This question had been before Mr. Duby before and he was quite familiar with the situation. He could not, however, offer any en couragement to the court that any thing would be done under the proposals made; there was little use in trying to put over any sort of a road program without the as sistance of some actual cash, and this the county does not possess at the present time, so the upshot of the matter was that Mr. Duby advised our representatives to re turn home and take steps to get hold of the necessary cash. This paper has no desire to dic tate in this matter, but we, along with a good many citizens of the county, would like to see the road program put across, and if this means another bond issue, then go to it. Not, however, without a thorough investigation of the matter and the formulation of plans that will be acceptable to the county in general. So far as we can see at the present time, the completion of the Lena-Vin-son gap is only an incident; an item in the general plan. The more important thing is the providing of sufficient means that the mar ket road program may be put over as this is the thing that counts with the producers of the county. What will be our road pro gram? Is it not time to get busy and put it up to the county court in a way that they may understand what the desires of the people of the county are? Let us not say that we either favor or do not favor the issuing of additional bonds, until the matter has been thoroughly investigated, so that it may be approached, intelligently. Action in this matter is really up to the people, so why not get busy and let the county court know what is wanted. s-s-s ACTING upon the ruling of the attorney general, the county court has adopted the law passed by the last session of the state legislature remitting penalty and interest on all taxes unpaid on the 1 92 1, 1922 and 1923 rolls. The state's attorney has ruled that this law is mandatory, and that there is nothing else for the courts to do but adopt it and put its provi sions into operation. Sheriff Mc Duffee and Judge Benge are therefore issuing notices to all delinquents on these rolls. AMERICAN FOREST WfEK April 27 to May 3, has been set aside bv presidential procla mation as a time to bring to the attention of the American people the facts concerning the vast un necessa:y wastage of our forests by fire, wasteful manufacturing operations, and failure to keep America's forest land at nork crowing tree crops. Governor Pierce of Oregon has supplement ed the proclamation of President Coolidge, because Oregon one of the greatest forest states of the nation, and education elong the lines of forest protection rr. greatly needed here, hence the hearty cooperation of state and lo cal authorities in putting over this, the beginning of the summer's educational program of the Na tional forest service. American Forest Week is the outgrowth of Forest Protection Week which originated on the Pa cific coast six years ago, and has quickly grown to national propor tions, President Harding issuing the first proclamation in 1921 which placed the Federal Govern ment in general, and the Forest Service in particular, squarely behind the movement. President Coolidge this year issued a proclamation broadening the scope of the annual campaign to include all phases of America's forest problems, changing the name to American Forest Week. The president urges all citizens either in association or as individ uals to take an active part in the campaign. He urged all governors to issue supplemental proclama tions, especially in reference to the celebration of Arbor Dad dur ing the Week. Locally, the Week is indorsed by the Mayor of Heppner and all civic organizations, and the spirit animating the affair is one of pa triotic cooperation with the Fed est Service in getting the cam paign thoroughly inaugurated, with the view to keeping up the good work throughout the season when there is so much danger of destruction from fires of the for ests of this part of the state. S-S-S Farm Birthrate Highest THE power of a nation is in dicated by its birth rate. The nation with a sound birth rate al ways is the stronger nation. Cor respondingly sectional rtrength in a nation is subject to the sa;ne law. These facts are unassail able. The Institute of Social and Religious Service shows cbarly where the strength of America lies. In its census analysis, just published, this organization tells us that the birth rate in the farm ing areas of the United States is 52 per cent greater than in the cities, and 24 per cent greater than in the villages that is com munities from 250 to 2,500 popu lation. Other interesting facts are dis closed. For instance the average number of children to each 100 married women between the ages of fifteen and forty-five years is: I23 in the cities, 157 in the vil lages and 195 in the farming ar eas. We also learn there are 100 men to every 100 women on the farms, while the villages have on ly 95 men to 100 women. Villages have a disproportion ate large number of old people as compared with the cities. 27.4 per cent are froty-five years old or have passed the milestone. The cities show that only 20 per cent of the women are forty-five or more. The stability of America re mains on the farms and in the villages. So too is the purchas ing power. S-S-S Some scientists will soon be in the fossil beds of Grant county in the vicinity of Dayville. They will pursue their quest for the three-toed horse that grazed this country when Canyon mountain was nothing but a hole in the ground. We hope that they not only find the horse but also the buckaroo that rode him. It is be lieved that this old-time Towbcy had natural hair for chaps and wrapped his tail around the horn of the saddle. At any rate it would be rather interesting to know what kind of folks used to live in Grant county. They might have been a pretty good people even if they did buckaroo with three-toed horses.
