Now is the tirr.e for action. One lamentable fact of the situa tion as it Mauds this year is that not submarine crowd or ar.y other crowd hai to manipuiaed that the net r iu t ha been the emasculating of Amenta then the sooner the truth ii bared the better. Why Ii it that we spend more money than any two na tion and gt less than any on na tion? S-S-i THE FARMING SITUATION. THOUGH the situation of the farm era it far from fteal, the average condition of the American fanner has improved nearly ten per cent during the past year. The revised estimates of the De partment of Agriculture show that in 23 crops had a total value of about ten billions of dollars, an Increase of more than a billion in one year. Total value of exports of principal agricultural products from United States for eight months ended Feb. 29, 1924, was $1 .305.338.000, as com pared with $1,233,716,000 for same period during preceding year, an in crease of 6 pT cent. Few people seem to res lire the amount of work necessary to put over an enterprise of the magnitude of the Chautauqua. The selling of tickets, advertising, lining people up, prepar ation of grounds and tent, all cali for a large effort on the part of some one and since the guarantors are respon sive for bringing the Chautauqua, it falls to their lot to do these things. Then the success of the Chautauqua depends very largely if not almost entirely on these preliminary prep arations, and since any financial del the riiam r tors are PUttinff their aKnu.der. i tr.e wheel. Assistance is needed in putting up and taking down the big tent, install ing and removing seats and platform, and other odd jobs that come up. One thing that is badly needed to be done, and which was not done last year, is the sprinkling of the grounds to keep down the dust. A man who has back ed the Chautauqua from the start and who was largely responsible for its inception here, took time from his business to do this for two years, and though they appreciated the com forts derived from his labors people did not stop to consider how it came about. This is an essential to the convenience of attendants, and some thing that should be looked after by the committee. All these things call for loyal sup port from everyone, and now is the time to start. Let everyone get be hind the Chautauqua this year and put it across. We want it and enjoy it, and will want it again next year. The on;y way to keep it is by sup porting it. S-S-S UNNECESSARY TRAINING SCHOOL A PUSH or organized campaign is on to sell the state a tract of land for another boys' training school. Strange as it may seem, several ranches in Marion county are offered the state, all priced at exactly $55, 000. H has been decided by the push that the state treasury can be parted with about that amount. A committee of Portland real estate - men offers its services to inspect which ranch wou'd be the most suit ab e for the state to buy, and, of course, volunteers its services gratis. It has been stated that the present state treasurer. Jefferson Myers, is opposed to buying a ranch under the circumstances and looks with sus picion upon the apparent agreement as to the prices of all the tracts offered. The records show that almost no farm land3 are sei ing at any price and to pick up I A000 cash for Mar ion county land would be very nice. The system employed by the Child Wesfere League seeks to find a home for the chi.d and a child to fit the home instead of boosting institutions. In many states and in all of Can ada, reform schools are being abol ished and homes are found for the boys not too far gone in crime. With a system like that the pres ent industrial school for older boys wou'd meet the needs of Oregon for yearfc to come. S-S-S- DOLLARS AND SENSE! THE general uprising of women ihrouir'.out ti e country in protest gainst tr e destruction of natural scenic beauty by obnoxious billboards hss met quick response at the hands of all shrewd adverti-ers who sense the fact trat one of the most potent elements in advertising is that of goodwill. Thousand? of billboards have been abandoned and unless all signs fail others are to follow. The result will create favor in the eyes of all nature lovers, but also it will demonstrate to the billboard user the fact that the only real selling power is to be found in the newspa per, persistently and Intelligently used. H Is the news of trade. Plas tered on u billboard, tiisrpu.Ing the highway, it becomes as offensive to the people as it is ineffective to the trader. S-S-i WHERE IS THE CAUSE? WASHINGTON seemed to turn a omerfcnuH overnight when our responsible officials were compelled to direct the sensational disclosures showing the almost criminal weakness of our navy. Up to that time no one could be interested in naval expendi tures. The Navy Secretary, however, had scarcely returned from telling some Y. M. C. A. folks In New York that the most beautiful sight In the wor id wi the scrapping of a battle ship before he faced the storm in the national capital. Then In the twiiikilng of an eye we learned that it was a afe bet that $U0,000,000 will be spent to boUtrr-up our naval arm. Spending un times one hundred and fifty millions will not Uproot the sys tem that has resulted fn leaving the country wmk against Its possible ene mies. If Congiess Is to blame then ments and 700,000 former employes drawing pensions 3,400,000 persons who are being provided by govern ment with their living. There are 41 to 42 million persons in the United States "gainfully em ployed,' so that every 12 citizens are supporting one in office. The amount paid for services by government federal, state and local. represented 61 per cent of the na tional income in 1922, This sum was nearly one-half that paid out in wages by all manufactur ing plants in this country in 1921. This sum represents an average payment of $91 by each person over ten years old engaged in a gainful occupation. S-S-S Fire Tuesday Morning Guts Local Residence House, at Heppner, Morrow County.
