T AST year Umatilla county held the
" office of joint representative from
the twenty-second district. Umatilla
. and Morrow counties, so it is Mor
row county's turn to offer the 1924
candidate. After some two months
of real urctnc, W. B. Barratt, prom
inent cititen of Heppner. was pre
vailed upon to make the race . Even
thouch it is Morrow county's turn
to furnish the representative from
the joint district, Umatilla county
also has a candidate this year.
Mr. Barratt is principally known
as one of the leaiJine stock men of
eastern Oregon and has heen active
in the sheep business since 1SP0, hut
since 1921 a silent partner in tne
firm of Barratt A Son. Was appointed
by Governor Olcott to fill the vacan
cy on the state nifhway commission
caused by the death of E. E. Kiddle.
the eastern Orepon member. Mr. Bar
ratt served as commissioner twenty
six months, durinff which time an ex
penditure of $30,000,000 was author
ised for Oreffon roads and highways,
a service performed without a word
of doubt being cast on the commis
sion's action.
Mr. Barratt was born in Shrop
shire, Ensland. February 2Sth, 1S62.
and educated in the common schools
of Ent'.and anti! he became fourteen
years old. His father was a land,
scape ancineer and Mr. Barratt pain
ed some experience in that line until
he was eighteen. Came to America
January 14th, 188 1, working first in
New York for two years, coming to
Oregon in September, 1683, by way
of San Francisco and Portland.

preceded his removal to what was
then Umatilla county, later being
tub-divided to form Morrow county.
He worked on stock ranches until
tie fall of 1899, when he struck out
for himself.
In 1899 he married Miss Eliza Hynd
of Forfarshire, Scotland. Have four
children three girls and one boy. As
a stockman Mr. Barratt has survived
the depression of 1893 and 1897 and
Buffered the loss of his home in
Heppner in the flood of 1903. His
first public service consisted of an
appointment by Governor Withy
combe to the State Livestock Sanitary
Board where he served one and a
fraction terms, resigning to accept
the appointment to the highway com
mission as an associate of R. A.
Booth and John Yeon. He tendered
his resgination to Governor Pierce
when the latter assumed office. In
1916 Mr. Barratt was elected presi
dent of the Oregon Wool Growers,
serving for four consecutive years.
Mr. Barratt has relinquished some of
the strenuous work connected with
ranching to his son and finds his
diversion in political activity.
Mr. Barratt enjoys the complete
confidence of those who have come
in contact with him as highway com
missioner and as a prominent wool
grower of eastern Oregon.

THROUGH a misunderstanding of
just what was desired, the Gazette
Times published an announcement
last week in which it was stated that
Mrs. Lena Snelt Shurte would be
candidate before the primaries for
the office of county school superin
tendent, and the request was made
that her name be written in on the
republican ballot for this position.
In the tame bsue of the paper ap
peared also a letter from Mrs. Shurte
in support of the county unit and in
which the stated that she bad not
declared herself a candidate for re
election as superintendent, owing to
her support of the unit measure. Fav
oring the county unit plan, Mrs.
Shurte felt it to be inconsistent to
declare herself for the office of su
perintendent at the primaries, and
had decided to wait until the vote had
been taken on the adoption of the
unit plan, and then become an inde
pendent candidate, should she re
ceive the proper encouragement. Mrs.
Shurte aimed to convey to this paper
the idea, as we understand it now,
that she would appreciate a compli
mentary vote from her friends on
primary day, but did not intend to

In this state of Oregon, "we, the pee
pulM have our say as to whom we wish
to be placed on the ballot for the im
portant offices to be fined at the com
ing fall election, and we have our say
as to what measures shall be adopted
or rejected. The "noisy minority"
has been putting over a little too
much these later years and too
small a percentage of the voters of
the state have adopted laws for us
that are not altogether what is want
ed, and men are filling the offices
that are in the majority of cases
just a little too small. Let the "si
lent majority" go to the polls and
have their say; otherwise we have
no right to kick if we get men and
measures not to our liking.

MORE FORESTS BURNED
THAN CUT.
GOVERNMENT figures show that in
agencies depleting our forests, the
ratio of burning to cutting is near
ly two to one.
During 1923, there were 61.891 for
est fires in United States, burnin
an aggregate area of 11,500,000 acres
with a financial loss in excess of $16,
500.-0O0.
Some idea of the extent of this rav
aged area may be gathered from the
fact that it is eight times the acre
age of French forests destroyed
damaged throughout the World War
-and this, too. in one year!
Only 26 states are making definite
fforts to protect their forest land:
aggregating 16,000,00r acres, from
fire. From July 1, 1922. to June 30,
1923, they expended $1,826,430 for
this purpose. This is only a little
more than a cent an acre and not
enough to weigh heavily on any tax
payer.

COOLIDGE'S HONESTY, COURAGE
AND SANITY HAVE WON
PEOPLE.
SUMMING up the Coolidge dele
eates so far nledeed has put alto
gether unnecessary work upon the
adding machines. The Coolidge nom
ination was a certainty months ago.
Mr. Coolidge will be nominated by
a shout of unanimity on the first bal
lot The popularity of the President is
somewhat difficult to analyze if !
achievement alone is taken into con-'
sideration. He is his party's leader
in name only. That party is split,
disorganized. Some of its responses
to his advice and appeal have been
almost insulting. He has been un
able to direct the course of legislation
in Congress. Senate and House have
loitered when they have been urged
to make headway. They have accep
ted the national welfare as of less
importance than cheap and petty pol
itics. In one -instance an attempt
has been made to expunge a message
from Mr. Coolidge from the records
of Congress an unheard-of and grat
uitous piece of insolence.
Yet in spite of the alow labor with
legislation, the upheavals in the Re
publican party and the antics of con
gressmen, Mr. Coolidge's standing
with the country at large has im
proved week by week.
Some true instinct in the minds and
hearts of the people has told them
that the President has been doing
his best with exceedingly poor ma
terial. They realize that no other
chief magistrate, so placed, could be
more nearly master of the situation.

Moreover, it is fu!!y understood that

kept his feet on the ground. He has

ot posed as one of a thousand or two

laim that their own private formulas
are the only ones for the salvation of

has given no indication that he knew
they existed. This has amused the
country, and added to the respect it
accorded him.
Mr. Coolidpe's strength lies in his
intelligence and his character. His
com n on sense of enormous need in
pcritd full of half-insane political
theories. His honesty and courage
are priceless when a little wavering
from high standards, a streak of cow-
rdice in the President might bring
ills upon us it would take a genera
