There are certain lot and parcels
of land in the City of Heppner, and
particularly in th business district

be reflection on any city. With little
effort and pride these condition
could be remedied, and th owner
and occupants of thee lots have
been frequently requested to remove
th offensive and unsightly condl
tiona, but ao far auch requests have
been without avail. Ordinance No. 67
of the City of Heppner enacted by
th Council on May, lat 1899, pro
vides, among other things, as follows:
Section t
Any person or persons who are the
owners or in th posaeaaion or enti
tied to poasession of any lot, piece or
parcel of land situated within the cor
porate limits of th City of Heppner
and who ahall allow or permit any
alop, paperboxea, barrels, manure,
wood, trash, scraps, refuse, rubbish,
offal or filt to remain or be on aaid
lot, piece or parcel of land, on any
street or alley within said city abut
ting said lot, piece or parcel of land,
shall be deemed guilty of a misde
meanor and upon eonviction thereof
ahall be punished by a fin of not
less than $6.00, nor more than 160.00,
or by imprisonment In the city Jail
not leaa than two daya nor more than
twenty-fiv days.
Section 4.
Any person or persona who are th
owner or in th possession or en
titled to the possession of any cellar,
cespool, or water closet or privy or
pool of water within th corporate
limits of th City of Heppner, who
shall allow or permit aaid cellar, ces
pool, privy or pool of water to become
or remain offensive or unwholesome
shall be deemed guilty of a misde
meanor and upon eonviction thereof
shall be punished by a fin of not
lesa than 15.00, nor more than 150.00,
or by imprisonment In th city jail
not leaa than two daya nor more than
twenty-five daya.
I have been ordered by th City
Counsil to call attention to these con
ditions for the last time, and if those
lota and parcel of land are not clean
ed and kept cleaned, and the privies
and cespools are not cleaned and
made nnoffensiv by th 10th day of
November, I shall file complaints snd
prosecute all peraona keeping their
lota in auch a condition.

way from Idaho to California. The
governor will be aecompained by Sam

Tha Idaho-Oregon-Nevada cutoff
highway, according to letters received
by governor Olcott, interlinks all of
the national parka in Montana, Idaho,
Oregon, Nevada and California, and
placea San Francisco within 25 hours
traveling time from Boise.
The highway primarily was a Jor
dan Valley project and was initiated
about four yeara ago, for the purpose
of obtaining better transportation fa
cilities for th inland valley. Th
movement now haa grown until it haa
the support of four states.
Both Governor Olcott and Secre

In the preparation of "Boy Crazy,
for which she also wrote the contin
uity, Miss Vsn was aided no little by

Miss May are close friends. Indeed,
they worked the story out together.
It is doubtful whether Doris May
has ever had a breezier role than that
of Jackie Cameron in "Boy Crazy."

New Whest Smut Control Limited.
Copper carbonate dust control of
wheat smut is recommended by the
0 A. C. experiment station only when
adequate machinery for treating the
grain by that method ia available,
and when the grower is able to put on
a comparative test with the usual
methods alongside. Before th grain
la treated with this new dust method
all smut balls should be carefully re
moved by fanning. Wheat that Is con
spicuously smutty la not suitable for
aeed, as uncertain results are likely
to follow. A circular describing the
Copper carbonate method can be had
on applicaton to the experiment sta
tion at Corvallis, or from the local
county agent .
