It was decided that it would not be proper to at tempt, at this late date, to carry out the idea for this season, but that it would be placed on the program at an early date the coming year and the idea carried out Christmas of 1922. While on the subject of Christmas and giving, it was devel oped that there is just about two ideas of Christmas prevalent: a "giv ing Christmas" and a "receiving Christmas" ar.d this gave Brother Notson a chance to present the Near East question. It soon developed that the Brotherhood, at least, wish ed to be in the class with those who believe in a giving Christmas, and a good visitor from Seattle having led the hat was passed and a fund of $25.21 raised, which is to be con sidered as a starter for Heppner in its remembrance of the suffering children of the Near East at this Christmas season. We hope that it may be swelled to many hundreds of dollars; we feel that it will when the good people of this town are made to fully realize the tremendous need. .Money going into this fund is sav ing lives. No "Super-State" Needed. It is plain to everybody in the world today as it has all along been to Americans who studied the words and acts of the President, that no "super power" need be invoked to do that which sovereign governments can do without in the least yielding any of their fine national ideals. The proposals made by Mr. Hughes in volve financial sacrifice by the lead ing peoples that is, initial sacrifice. Not even temporary loss of pride is required, however: not even momen tary surrender of blood-bought and sacred rights to a covenant or league or other super-state created to dom inate all and truly serve none. There was never any real kindling of national spirit in the influence of the league of nations upon the minds of the world. Those who did not look upon it as a Juggernaut hailed it as a contraption too complicated ever to be understood. Nobody felt a thrill at contemplating its suggestive work ings; it offered a covenant which promised relief from some dangers through the erection of others at least equally formidable. Mr. Wil- To make a merry Christmas for the little folks of this community, the American Legion Post will have a program and treat for the children under ten years of age at the fan pavilion on Christmas night. They are preparing to make this an occa sion of jov for the little folks, and after all Christmas should be an oc casion especially for the children. There was lively discussion of the county budget for two days the past week at the court house in an honest attempt to reduce the expense ac count and cut taxes. However, it developed that there was little chance to get below the estimates without seriously disturbing the economic arrangements and the bud get was voted w ithout change. Public utilities of Oregon will pay taxes the coming year on a total val uation in the state of $4,447,794.76 more than last year. The full value for 1920 was $181,507,000.53 and for thisvear $185,504,795.29. The Main Thing.
