Y and received his early education In the public schools and In Saratoga acad emy. He was graduated from the college of physicians and surgeons, medical department, Columbia univer sity. In 18UO, when he moved to Wyom ing. Dr. Newell has served on the staffs of a number of governors of bis state and was at one time assistant surgeon general of Wyoming. He entered the service in August, 1018, and served at the M. O. T. C, Fort Riley, Kan, and at U. S. General hospital, No. 16, at New Haven, Conn.
