CdD Anil o TO Rules and Regulations. 1. The general supervision of the grounds, and entire exhibition, the police regulations, and en trance and exit gates are vested in the board. 2. The fair grounds will be open for the recep tion of ail articles three days before the commence ment of the fair, and they may be shipped to the care of the secretary; but in no case will such ar ticles be brought into the grounds and placed on exhibition, except by and at the expense of the owner or his authorized agent. 3. Entries may be made with the secretary, at his office in Heppner, by mail for three days before the comencement of the fair. Stalls may be secur ed by parties who have made their entries and have paid their entrance fees within the time prescribed for making entries, and no animal shall be taken by any other exhibitor into such stalls so reserved in the space set apart for such class. 4. Every animal or article must be entered for competition in the name of the bona fide owner or maker, whose number must be indorsed on the entry' card. Anyone trying to deceive the commit tee in regard to ownership or who shall purchase articles or borrow them and exhibit them in his or her own name as his or her own manufacture, shalt forfeit all claims as an exhibitor. 5. On the entry of each animal or article a card will be furnished each exhibitor, specifying the class and number of the entry; said card to re main attached to such animal or article during the exhibition, excepting on sheep, hogs and poultry, which shall be attached to the pens. 6. Time of Closing Entries: All the gates to the fair grounds shall be open and free to exhibitors on Wednesday, for the purpose of giving exhibitors opportunity to put their goods, articles or animals on exhibition. All entries must close on Wednes day, and all goods, articles and animals must be in place and on exhibition by Thursday noon, the first day of the fair. 7. So animal or article will be allowed to com pete for more than one premium, nor shall be en tered in more than one class, except as one of a herd or pair, or cows for milk, or in sweepstakes. 8. No animal or article shall be withdrawn be fore 5 o'clock P. .M., the last day of the fair, unless by special permit of the board. 9. Exhibitors will at all times give the necessary and personal attention to whatever they may have on exhibition, and at the close ot tne tair taice en tire charge of the same. The board of directors will use every precaution in their power for the safe preservation of all articles and stock on exhi bition, but will not be accountable for loss or dam age. Exhibitors must give attention to their arti cles or animals during the fair, and at the close of the exhibition attend to their removal. 10. The president shall have power to call a meeting of the board at such times during fair week as he may deem necessary. 11. Pedigrees of purebred stock must be left with the superintendent of the class, and said su perintendent will be held responsible for the return of the same to the secretary. 12. Any person knowingly violating any of the rules of this board will thereby forfeit and be de barred from receiving any premium that may be awarded him or her. 13. The supeintendent of the pavilion shall have charge of the pavilion. He shall see that all articles on exhibition in and about the pavilion or belonging to the society or exhibitors, are care fully preserved, and perfom such other duties as the board of directors may decide. 14. Editors and reporters for the press will be provided with ample facilities for obtaining and transmitting information. But no reporter, unless known as such by some member of the board, or provided with a certificate from the publisher of the paper he claims to represent, shall be entitled to free admission to the grounds. Permits for re porters can be obtained from the secretary. 15. All articles in Divisions G, H, I, J, K, L, M, N, and P shall be made and prepared or grown for exhibition by the exhibitor only. Sl.TEKlNTEN DENTS AND COMMITTEES. 1C. The Board shall appoint superintendents and judges. No person can act as judge in any division or class in which there is a direct or indirect in terest in the result as owner or agent; and when awards have been made in violation of this rule, the board of directors reserve the right to appoint a committee and compel another examination. 17. The entry books shall be placed in charge of the president, who shall deliver them to the super intendents and give them all necessary instruction. 18. Any person 'interfering with the judge (lur ing his adjudications will foMeit the right to pre miums. All officers are required and exhibitors are lequested to report any violatfon of this rule to the buard of directors. 1 9. Superintendents in marking the first, sec . ond or third premium, will please observe this rale: If first premium, put a figure "1" in column headed "First Premium." If second premium, put a figure "2" in column headed "Second Premium." If third premium put a figure "3" in column headed "Third Premium." Never write either words or make any marks in the columns named but those designated. Remarks are to be made in the col umn under the heading "Remarks." Care should Oscar Keith ley, President. A. We urge you to study carefully the suggestions contained and plan now to make your exhibit bigger, better and more interesting than ever before. "Our Fair," yours and mine, will be held in Heppner, September 15, 16 and 17, 1921. With your help it will be worth while. Morrow County has the products and with everybody boosting the Fair will be a credit to everyone. While the premiums are not large we have tried to make it possible for you to be loyal to your county and give her your support. We are offering special inducements for showing wheat, wool, fat hogs, farm and community displays. You should prepare at once to enter these contests. The Morrow County Fair has been the important factor in improving Morrow County's credit since 1913. It has made possible the right kind of advertising. We must continue. Buy a family ticket and enjoy three days of music, dancing, entertainment and fun. The office of the Morrow County Fair Board is located in Room 4 of the Roberts Building, Heppner, Oregon. You are invited to call on the Secretary-Manager for any information desired in connection with the Fair. Price of Admission. General Admission 50c. All day Ticket 75c. Season Ticket $1.50. be taken in this particular, as premiums are paid on authority of these awards only, and the war rants are drawn in accordance therewith. 20. The awarding committee will report only the animals or articles entitled to premiums in the regular list, except they may especially commend such others as may be deemed worthy, to the board of directors. 21. Blue ribbons are designated for first pre miums, red ribbons for second premiums, and white ribbons for third premiums, which shall be placed by the superintendents under the direction of the awarding committee, on all animals or ar ticles at the time of the awards. 22. The officers of this society and superintend ents will be designated by rosettes, namely: Pres ident, white; secretary, blue; treasurer, yellow; superintendents, red and white; vice-president, red, white and blue; chief marshal, blue sash; assist ants, red sash; superintendent of pavilion, green sash. 23. Assistant marshal and gate keepers are re quired to surrender their sashes when relieved from duty, or be responsible whenever called up on by those requiring assistance. 24. The books must be returned by the super intendents of each division or class to the secretary as soon as the awards in each are complete and signed by the superintendent and committee. 25. No animal or article deemed unworthy shall be awarded a premium, and no premium shall be awarded merely because there is no competition. If the article is not worthy the first premium, it may be awarded the second premium. 26. Any error in the record of premiums caused by the oversight or neglect of the superintendents or publishing committee shall be subject to correc tion in the succeeding annual publication of the board's transactions whenever proof is furnished the publishing committee that a mistake has been made. Rules for the Arena. 27. If it is ascertained that an animal is entered in a division or class in which it does not properly belong, it is the duty of the superintendent to in vestigate, and, if by mistake, to correct; other wise the committee is instructed not to award a premium. 28. No stock will be permitted to enter the ar ena unless under the halter, and in care of a groom. 29. Superintendents of divisions or classes are ex-officio chairmen of their respective committees. 30. The animal receiving the award shall be en titled to the premium. 31. Each premium shall be awarded separately. 32. Judges shall not in any case reconsider their award after it has been made, unless such award has been made contrary to the published rules of the society. 33. As appeals from awards of judges arc not allowed, except as specially provided in Rule 16 of superintendents and judges, the judges will see the necessity of exercising great care in rendering their decisions. They are requested to pass not only on the merits of the animals in competition, but also on their age, soundness, class, etc. 34. Animals entered in one class shall not com pete in another, except in case of a herd or pair, or cows for milk, or in sweepstakes. 35. The age of a horse shall be computed from the first day of January in the year in which it was foaled. 36. In judging blooded stock regard will be shown to the purity of breed established by pedi gree, size, form, action and general characteristics of the various breeds making proper allowances for age. 38. Unsound animals shall not be awarded pre miums. 39. A premium shall not be awarded if the ani mal is deemed unworthy, though there be no com petition. 40. All judges on purebreds shall have access to the pedigree furnished to the secretary. 41. No one will be allowed to judge in any class in which he is an exhibitor. 42. Exhibitors in the arena must be careful to have the entry cards in a conspicuous place on the animal, that the judge may be facilitated thereby in making awards. 43. The judge will in no case award a premium vhere there is no merit, and in case there is but one article or animal exhibited in a division or class, they will award only one premium in a div isionthe highest, or a second, or a third premium, as may appear proper. 44. One judge shall be appointed for each class of stock to decide awards, and in no instance shall he be allowed to converse or hold communication with any outside party during the time of deciding the awards, except through the superintendent. 45. Men in charge of the stock are strictly pro hibited from making any remarks regarding the stock; unless information be required of them by the judges or superintendent. Anyone infringing on this rule will be excluded from the ring by the superintendent. 46. During the exhibition in the arena no per son will be allowed inside, except awarding com mittees on duty, reporters of the press who send daily telegraphic reports to papers represented by them, and attendants and officers of the society, one man being admitted in charge of each animal. 47. No one will be allowed to see the entries until after awards have been made. 48. Judges on purebred lots must be furnished with pedigrees before they will consider the claims of any animal to a premium. . 49. Any exhibitor placing ribbons on an animal shall be required to move said animal from the grounds, and will forfeit all claims to premiums and be subject to publication nor shall said per sons be allowed again to compete for a term of three years. 50. This society does not desire to encourage the overfeeding of animals designed for propaga tion, and the superintendents of the several classes of stock are required to call the attention of the judges to this fact. Miscellaneous Rules. 51. The board shall appoint three marshals and see that order is preserved on the grounds, and that the rules and regulations of the society are com plied with. 52. No entrance fee will be charged on any entry. 53. No entry clerk shall unedr any cricumstan ces allow the entry books to go from his possession or be inspected by any one until entries close, ex cept by clerks and officers employed by the soci ety. Nor shall any entry be made known by the clerk until the entry hooks are placed in the hands of the superintendent. 54-a. Premiums will be paid on presentation of the certificate of entry. 54- b. No monstrosities or deformed beggars for charity shall be allowed to enter the gates of the society at its annual fairs; and the marshal is au thorized to instruct gatekeepers and ticket venders in regard to the enforcement of this rule. 55. Only residents of Morrow county will be al lowed to compete for all awards by this society. 55- a. All premium warrants issued by the Board and not called for and cashed by January 1st, 1922 shall be forfeited to the Board and the secretary is authorized to cancel the same. Concessions and Privileges. 56. Applications for space, either in buildings or upon the grounds for exhibition purposes or con cessions, should be made to W. W. Smead, Secre tary. 57. Confetti, cane racks, knife racks, spindle games, returning rubber balls and any and all other similar games and devices will not be allowed upon the grounds under any circumstances, nor games of chance of any nature. 58. The Board of Directors and superintendent of concessions will use every precaution to guard against extortion in any form practiced upon the W. W. Smead, Secretary-Manager. Lena Snell Shurte, Children's Dep't. patrons of the Fair. A violation of this rule by any concessionaire will cause the forfeiture of con tract, money paid, or expulsion from the grounds as the management or superintendent may direct. The Board of Directors authorizes the letting of only such privileges or concessions as are required to supply the necessary wants of the people, or to add to their comfort, convenience and pleasure; but under no circumstances will privileges of a questionable nature or of a demoralizing tendency be let or in any manner tolerated upon the grounds or in the buildings; nor will any privilege be permitted where the business is conducted in other than a legitimate and trade-like manner. All concessionaires shall cause to be posted in a con spicuous manner, at the front of entrance to place of business, a sign showing the price to be charged for meals, lunches, drinks, or other articles of food offered for sale. All ground leases or space con tracts, unless otherwise specified, will expire with the close of the Fair each year, and all temporary buildings, frames, booths, etc., must be removed prior to September 20th following; otherwise they will become the property of the Morrow County Fair. 59. Each concessionaire must confine himself to the space assigned. Failure to do so will subject him to forfeiture of his privilege, without reim bursement. 60. No games of chance or immoral exhibition will be allowed on the grounds. 61. All dining halls, lunch booths, refreshment pavilions and other stands are required to be sub stantial in structure, and they must be kept neat and tasty in appearance and supplied with whole some food and pure, honest goods for sale to the people at reasonable prices. The Board will care fully guard against extortion in any -form being practised on the patrons of the fair, and any such attempts will forfeit to privilege holders all rights on the grounds. 62. Restaurants must place their garbage in bar rels where the sanitation department employees can get it with ease. Failure to do so will be cause for the Board to revoke the license. Emptying water or throwing refuse of any kind upon the grounds is strictly prohibited. 63. The Board of Morrow County Fair Directors or secretary reserve the right of cancellation, at any time, for reasons satisfactory to them, of all con tracts made with concessionaires. Advertising Matter. 64. Under no circumstances will any person or firm be allowed to place any advertising matter upon the buildings, trees, or any place on the grounds, nor will they be permitted to distribute advertising matter outside the place assigned them. Protests. 65. All protests must be made in writing accom panied by affidavit setting forth the grounds for protesting. Protests against the exhibition of eith er animals or articles must be filed with the sec retary at least twenty-four hours before the awards are made. Protests against awards must be filed with the secretary by 4 o'clock p. m. of the day fol lowing that on which awards are made. Protests against awards will be considered by the board at its first meeting after the filing of the protests. Parties interested will be duly notified by the secre tary and opportunity given them to submit evi dence. In every case of protest, the party pro testing must deposit with the secretary a sum of money equal to the amount of the premium involv ed, excepting however, that in no case shall the amount required to be deposited exceed the sum of $25.00, which sum shall, in the event of the protest being sustained, be returned to the com plaintant, and if the protest shall not be sustained, then such sum will be forfeited to the board. In addition to the rights of protest herein guaranteed to interested parties, the board of directors express ly reserve the right to take cognizance of frauds which may have been consummated or attempted, and to deal with any party or parties implicated therein in such manner within the scope of the power of the board as may from the evidence re lative thereto be deemed just and proper. All breeds of chickens, geese, ducks and tur keys recognised by the "American Standard of Per fection of Poultry" arc entitled to entry for regular premiums, as well as other fowls found worthy by the Judge.
