' But in all serious nes I nant to mention some of the thincs I believe in. I believe, firstly.' that there has been far too much ad vertising of hardships and losses in sericulture and too little of the other side. Nationally, as well as interna tionally, we are in the midst of a di.fcult period and agriculture must expect, and should be willing to take its share of the bumps and knocks." .Mr. Cottrell contradicted another statement which has been advanced of late in connection with agricul ture. "American agriculture is to day on a sound foundation, and its future is bright. I do not deny that there are many obstacles to be over come, but do claim that some of those presented are purely imaginary." A pamphlet bv F. L. Mulford. landscape gardener cf the Offce of Horticultural and Pomological In vestigations I Farmers' Bulletin lav makes detailed suggestions for the better planning of farmsteads stle of the design, location of the buildings, walks and drives, service features, lawns, arrangement of plantings, trees, shrubs, vines, her bacious plants and plant material. Houses that are little more than "a comfortable place to eat and sleep" are illustrated side by side with house of the same character made homelike and attractive by planting. Common errors in laying out the home grounds are clearly demon strated when illustrated side by side with the suggested improvements. Ti.e Extension Division of the Col lege of Agriculture of West Virginia has issued three bulletins for use by farm women's clubs on the interior of the home one dealing with the arrangement of the kitchen. The suggestions given are accompanied by programs for club meetings at which such questions as the follow ing are offered for discussion: In a new house wouKl you paper or paint the units" Have you set ashie a ceriiiin sum each year for purchase of new furniture and upkeep of the old? Is our principal problem to im prove our old furniture by repairing. varnishir.gr. etc.? How to secure ad ditional conveniences, such ps running water or pump. sink, washing machine, dumb waiter into cellar, oil stove, stool, etc.? With what material should the walls of the kitchen be covered? vn-.at do you consider the greatest conven ience to you in your kitchen? A bulletin of the Hampton (Va.) Agricultural Institute on home dec oration deals again more especially with the esthetic side, shows how furniture in a room should and should not be arranged, what mater ials to avoid, how ornamental plant ing is to be made most effective. When you pay a big bill for goods by freight or when you buy a railroad ticket and find the charge greatly in creased since the last time you made that little trip, do vou realize what :t all means to the rai'ioad men of tl'is country - The fact is that manv of them Mere underpaid compared with pa in industries other than fanning, manv cre well paid, generally speaking, and now they are extra well paid. We understand they are satisfied and that is a thing the pub lic should be thankful for. Some railroad men have been talking about getting control of the railroad business of this countrv. We wonder if they realize how easily thev can do it. Anyway, if they had the thrift of our friend, the farmer. thev could accomplish is easily. The total outstanding par value of railroad stocks voting stocks is about six and one-half billion dollars. ' But the general market slump in rail road stocks during two years has brought the selling value down from a par of $100 per share to $58.50. Thus the market value of the voting stocks of the American railroads is only three billions, eight hundred millions. To gain control, a man or body of men only need a trifle over 50 per cent of the total stock. At present market prices that half would cost about one billion, nine hundrel millions. Very well. The recent increase in wages of the railroad men of the United States amounted to six hun dred and twenty-five million dollars per vear. If thev saved onlv this increase and put it into a fund, it ould amount to one billion eight hundred and seventy-five millions in ih'ce years. The interest at 4 per cent on these savings for the three years would bring that up to close to two billions of dollars, or enough to buv control of all railroads at the present market price of railroad stocks in three years. But they won't do it! office is still far behind with the work j of issuing licenses and he has sent out a request to all officers to suspend the ; enforcement of the law until after Jan. j ;(h. at which time it is expected that j the work will be caught up.
