The compulsory registration and vot Ing amendment on the November ballot is peculiar for Its uselessness. The amendment does not in itself establish compulsory registration or compulsory voting, but authorixes the legislature to enact such laws, thus clearing- away present constitutional inhibitions. But there is something besides the constitution that inhibits compulsory voting In the United States, It is the ingrained American love of personal liberty. Compulsory voting calls for a police system of universal espionage. But even with that obnoxious European system In use compulsory voting would doubtless fail here as it has failed in other countries. Elsewhere violations are so numerous that the authorities are powerless to inflict the penalties. But were it possible to drag everybody to the polls, no way is possible to pre vent the deposit of blank ballots by those who do not wish to vote. The amendment is useless from any angle from which it is viewed. It would be foolish to bunlen the consti tution with It Oregonian. Cox deliberately charged, in one of his New York speeches, that the Re publicans were buying bayonets to ov erawe strikers. Can it be possible that he considers this an opportune time for uttering gross falsehoods of of an in cendiary character? Even Debs, as a Presidential candidate, is more discreet than Cox. Senator Harding, observation leads us to believe, has created a strong im pression of earnestness, sincerity, and a high sense of duty. His utterances are marked by a studied moderation; he exhibits no arrogance of opinion, and has made no extravagant promises of a millennium to be created by procla mation; he seeks rather to express the national spirit than to impose a doc trine of political infallibility. And there Is as unmistakably a growing Tiew that Governor Cox is a shifty op portunist, superficial In thought, reck less in appeal and irresponsible in state ments. Philadelphia North American. Morrow county taxpayers voted their good money for road bonds with the strict assurance that the state high way commission would see to it that the new roads would receive a hard surface from the state upon their com pletion. Now the highway commission, due to a number of problems that have come up, are stalling us off with the hard surface, or a protective surface of rock or gravel and the result will be that much of our road money now ex pended, will be wasted. The Heppner Willow creek road in its present newly-graded condition will not last long against wind and other erosive ele ments of nature unless it is given a surface that will hold it The commis sion should be urged in every way pos sible to go ahead at once with the graveling of this important highway.
