That the Uni ted States is to become one of the greatest ship building nations in the world and that the Republicans will put legislation through Congress which will enable her to command the seas with her merchant marine, is the prediction made by Represen tative William E. Greene, of Mass achusetts, chairman of the House Merchant Marine and Fisheries Com mittee, which has been considering legislation to that end. "Already we have lost valuable time and must move swiftly if we are to take the place In the world's markets which some of our leading Industrial competitors have been for ced to abandon," he declared. "If we do it now we can establish ourselves so firmly that we cannot be dislodged upon the full return of peace. "The Shipping Board has recom mended private ownership as a fun damental policy for commercial ship ping. The Government should there-; fore contemplate retirement from commercial ship-building, ship-own ing and ship-operating activities at j the earliest date practicable, in order, 1 first, to give our overseas trade the full benefit of compe'titive service, j and second, to impart to present and prospective steamship operators that confidence which they must feel be fore they can be expected to place orders for new ships, without which the outlook for our shipbuilding In dustry will not be encouraging." Mr. Greene said that with a view to paving tho way for further ship ping development, the committee has recommended legislation canceling the powers of the President over shipping, ending the dual control of the President and the Shipping Board, repealing the power to control ocean freights and charges, arranging for the sale of the government-built ships, and regulating the terms of mortgages and payments by the pur- i haiers, all with a view to encourag ing private enterprise. Mr. Greene believes this legislation will be a great stimulant to the shipping in dustry. "America must ack quickly if it is to compete successfully with other nations," he continued. "If we act intelligently there is not the slightest doubt that we shall become one of the leading ship-building nations In the world.
