'A $50 Liberty bond will be awarded by the Joint Centenary committee of the Methodist Episco pal church to the"1 best essay written by any grade, high school or Sunday school pupil in the northwest on "The Methodist . Centenary What It Is and What It Will Do." Age will b taken into consideration. The contest ends June 1 and all essays should be mailed prior to that date to the Joint Centenary Com mittee, 409 Piatt Building, Portland, Oregon. ;The Methodist Centenary is the manner in which Methodism is cele brating the 100th anniversary of the establishment of Christian missions iii America. As part of the centen ary plans, there Is being raised a campaign fund of $105,00it,000, which will bo spent on a gigantic progiarame of rebuilding the world. Of this sum $40,000,000 will be Kpint on educating and C'hristlari idcg foreign lands, $40,000,000 on the home misi.lon field, consisting of a jcommon-seure programme of city and country community churches, and $25,000,000 on direct war re construction work." Of this latter sum, $3,000,000 has already been expended by the dispatch of a mis sionary ship to Europe, loaded with plows and tractors, seeds and tools for cultivation, portable houses and motion picture machines and los of other things not usually thought part of missionary paraphernalia. Information concerning the Meth odist centenary end - the essay campaign may be obtained from the superintendent of the nearest Meth odist Sunday school, to whom would be essayists are urged to apply for information. -"The Methodist centenary is such a remarkable demonstration of 20th century religious enterprise that I .think it is something that every home should be acquainted with," said Dr. Charles A. Bowen, ex ecutive secretary for the northwest for the centenary movement. . It. P. Davidson, extensive farmer and stockman of lone was in Hepp Ler -the first of the week, attending court. Mr. Davidson had an appeal case up before the circuit court from the commissioners court, wherein he was claiming damages from the county on account of a road passing through his place in the Gooseberry section. The foj uatlon of a new department of ducat ion and a seat for the head of '. in the President's cabinet is pro Wed for in a bill which- will be in 'roduced In the House immediately after the opening of the special'ses- slon by Representative Horace Town er, of Iowa, a member of the com mittee on education. ' It is the aim of Towner and many t his Republican colleagues to co- .dinute all of the educational worlri now done by other bureaus of the 'vernment in various executive de- artiucnts into the one central agency for giving a new'impetus to the edu cation of all the people. One of the most important parts of his plan which has been urged by the Ameri can Federation of Labor and the American . Educational Association would be that for the- removal of illiteracy-: Such instruction, the bill provides, shall deal with the common school branches and the duties of citizenship, and when advisable shall prepare for some definite Occupation. In order to encourage the States in promotion .and suppirt of education an appropriation Is made of $100, 000,000 for the fiscal year- ending June 30, 1921. Thfee-fortieths of this is given the States for the in struction of illiterates of ten years of age and over. The latter sum will be appropriated to the States In the proportions which their respec tive illiterate populations bear to the total illiterate populations of the United States, not Including out lying possessions. .- Three-fortieths cf the total sum is to be used to teach immigrants ten years of age and over to speak and read the English language and to un derst.and and appreciate the spirit and purpose of the American govern ment ond the duties of citizenship u a frea country. This sum also will be appropriated to the States in the proportions which their respective foreigri-born populations bear to the total foreign-born population of the United States." In order to encourage the States to equalize educational Opportunities ! $50,000,000 will be used for public, ' elementary and secondary schools I for the partial payment of teachers' salaries, for providing better instruc tion and extending school terms, ; especially in rural schools and schools in sparsely settled localities, land for the extension and adaptation I of public libraries for educational purposes. This sum will be appro priated to the several States in pro portion to the number of children between the ages of 6 and 21 bear to the total and in proportion to the number of school teachers to the total throughout the country. Saving children from infantile pa ralysis, hogs from ' hog cholera and crops from insect pests are "church services." So the new church, the regenerated chvrch of the reconstruction period, understands "service" in the rural districts of America. j The old-time "country parson" is j passing. ' j In his stead comes the man who j knows what to do not only with a Bitle and a hymn book, but with a potato bug, a family quarrel, a bad road and a shortage of seed corn. The church as a factor in the social, political and economic life of the rural district; religion as practical as well as spiritual service, are not experi ments. The new church and the new pantor have proved themselves and found themselves at the same time. Pastor Finds Hog Cholera. Take the story of Lakeville, Holmes county, Ohio. ' . Fresh from his theological studies, Charles M. McConnell went to Lake ville five years-ago as pastor cf the Methodist church there. McConnell was sent to Lakeville because the Methodist board of Sun ay schools chose it as the least prom ising "charge" they could find. And the board wanted to experiment. ' The new pastor found a moribund church and an epidemic of hog chol era. McConnell preached dynamic sermons. But he did ot neglect to send to the State University for chol era serum, v Movies Shown In Church. Two members of the church met some days later, and conversation veered to the pastor. One was du bious about his theology. "I don't know about his theology," said the other, "but I do know that he saved my hogs. I'm for him." . An old church building was for sale at Killbuck, 22 miles away. McCon nell bought it In at auction for $448, hauled it to Lakeville, and in Decem ber it was dedicated as the Lakeville Memorial Hall, to the boys who went Bert Bleakman, of Hard man. was down to Heppner Saturday. RURAL CHURCH PROGRAM Expenditure of $11,000,000. Establishment of effective training schools for rural church leadership, A nation-wide educational cam paign to increase the efficiency of the ministry now in service. This is how the Methodist church proposes to rehabilitate rural churches in this gigantic five-year Centenary program. The farmers were losing money through lgnoranc of modern agri cultural methods. McConnell arranged with the State University for a series of farmers' institutes. The institutes were held in the church. , Better orchards, better cat tle, better crops were the result. Through the 'country are the ruins of abandoned rural churches. The Lakeville church flourishes. But rural churches can not retain McConnells at existing rural church salaries. That is the Gordian knot which the Centenary program for American rural communi ties is planned to cut. In the next five years nearly 111, 000,000 of the 1105,000,000 funds pro vided for in the world reconstruction program of the Methodist Centenary will be' spent to put such a man in every rural center in the country. In the Portland area of the Methodist Missionary Centenary (western Ore gon, Washington and northern Idaho) $1,324,000 will be spent by the Cen tenary out of the total of $2,600,000 asked by the Centenary for its world reconstruction programme.
