Constitution which will provide unl-j

throughout the country, subject
only to the same restrictions as are
now imposed upon men.
Representative James R. Mann, of
Illinois, who made possible the
passage of the resolution in tht
House in the last Congress by getting
out of a sick bed at the John Hopkins
University Hospital and contributing
a much needed vote, will be chair
man of the Committee on Woman
Suffrage and will report and put
through the measure within a few
days after the extra session begins.
He and other party leaders are per
fectly certain of a safe majority, due
to the fact that the States which
swelled the Republican total at the
last election are, for the most part,
favorable to extending the suffrage
to women.
"The sentiment for the enfran
chisemen of women has been growing
steadily for years .except in certain
Southern States," said Represen
tative Frank W. Mondell, of Wyo
ming, the majority leader. "The op
position no longer represents a ma
jority of the people over any consider
able area anywhere. The granting
of the franchise to women is now very
generally recognized as a wise and
proper, if not a vitally essential, step
in making the government truly re
sponsive to the intelligent judgment
of all the people. The Republican
party, as the leader of progressive
thought, as the champion of moral
principles, as the defender of genuine
democracy, has taken the lead in
urging the exteusiou of the right of
the ballot to women, and will take
the first opportunity afforded after
Congress again meets to demonstrate
.he sincerity of the party faith in
this regard."
Changes made in the Senate, which
the Republicans now control by two
votes, have made it certain that the
suffrage amendment will be adopted
by that body by a majority of two
or three. It failed last February by
one vote. The domination of the
South, where the fight against the
movement has centered, is over.

THE DAHLIA CITY.
The Civic Club met yesterday
afternoon and adopted the dahlia as
Heppner's city flower. Thursday,
May 1st is to be dahlia day, and the
ladies are requested to meet at the
home of Mrs. VanVactor at 2:00 p.
m. on that day, enjoy a program,
and then he presented with dahlia
bulbs by Mrs. Avers, president of the
Club. The ladies also decided to take
up the parking of the Fair Grounds,
and improvements will bo made there
at once.
WHITE HOUSES ARE WANTED.
John Patterson, of this city, has
received word from W. J. Hoffman,
Potentate of Al Kader Temple of
Shriners at Portland, making inquiry
regarding the availability of white
saddle-horses to be had in Morrow
county. Portland Shriners are mak
ing an escort to have the Imperial
Council meet in that city next yean
and as Imperial Potentate Freeland j
Kendrick has always had the j
ambition to have his patrol mounted
on white horses, Portland nobles are
anxious to satisfy his ambition. If
you know of white horses that might
