Osborn, Clarence and Ralph Winters, A. E. Nash, J. H. Pepper and R. E. Duncan. Miss A. C. Hynd of Butterby Flats left on the local for Heppner on Monday returning home on Thursday accompanied by the Misses Barratt and Mahoney of Heppner. R.' E. Duncan was a business man in Cecil on Saturday. Mr. Duncan has been doing some great execution among the skunks and coyotes, lately, down Willow creek. Miss Georgia Summers entertained all her school friends on Sunday afternoon on the occasion of her thirteenth birthday, all spending a very enjoyable time. Georgia was also the recipient of many presents. Mr. and Mrs. A. Henriksen of Wil low Creek Ranch, gave a little "Conversazione" on Friday evening to their friends. The honor guests were Miss Lucille Huff of Hardman and Miss Helen Barratt and Miss Mahoney of Heppner. All spent an enjoyable evening. YOU ARE THE JURY. Holmes. The increase was on bit uminous coal, anthracite showing a slight decrease. Production in 1918 was more thaa sufficient to meet the defnands of the : j u n try. Production of coke during 1918 is estimated at 56.670,000 net tons or jii increase of 3 per cent over 1917. i'he increase is in byproduct coke production, beehive coke having de creaced 8 per cent in Droductlnn during the year. In comparison, no European ountry has enough coal. In Italv and Switzerland the privations felt ny its lack are acute, and in general the question of how the various peoples will react is a sober one. Italy ha no coal for household heat ing and gas for cooking is limited to four hours a day. All restrictions on shiDments nf anthracite egg size have been re moved by the anthracite committee of the United States Fuel Adminis tration, and this grade coal may now be obtained freely for consumntlnn anywhere throughout the country. Anthracite has been barred from Oregon since last spring. The pending revenue measure which will probably be passed within a very short time provides increased taxes on cigars, tobacco and cigar ettes. Every dealer in these com modies will be required to inventory his stock on the day following the passage of the Act and to pay ad ditional tax on such stock covering the difference between the tax paid under the present Act and that provided by the new Act. There will be certain exemptions allowed, but this matter, as well as the new rates, has not yet been definitely determined. Every dealer should arrange to keep posted as to the date of the passage of the Act and take his in ventory on that day. Blanks for the purpose of filing inventory and return will be fur nished by Milton A. Miller, Collector of Internal Revenue, Portland, Ore., as soon as they are received from the Department at Washington. It is possible that arrangements will be made to distribute these blanks through the posto dices in Oregon but any dealer who does not receive his blank should apply for it to the Collector at Portland. Income Tax Returns. Collector of Internal Revenue, Milton A. Miller, is receiving many inquiries concerning the provisions of ,the new Revenue Bill providing for Incone and other taxes, and numerous, requests are being made for forms on which to make returns. Collector Miller says that no definite information can be given, or forms furnished, until the Bill has finally passed Congress and becomes a law. It will then take some little time to have forms printed and ready for distribution. He has made ar rangements to send out a general notification from his office so that all taxpayers may be informed promptly of the provisions of the proposed law. The organization of his field force will be such as to render every possible assistance to taxpayers throughout the state of Oregon, and the deputies will be located at many advantageous points so that informa tion may be secured direct to guide them in making returns when the proper time arrives. The basic principles of the old In come Tax Law will no doubt be ap plied to the provisions of the new law, and it would be well for every individual and corporation to pre pare figures and ascertain the exact amount of income so as to be ready to make return with as little delay as possible, Precautionary.
