An ordinance regulating awnings, and providing for the removal thereof within the corporate limits of the city of Heppner. The people of the City of Heppner do ordain as follows: Section 1. That whenever any person, firm or corporation desires to erect or pla-e any awning adjacent to, or upon any street or sidewalk, or adjacent to or upon any portion of such street or sidewalk within the corporate limits of the city of Heppner, such person firm or corporation shall first present specifications of the kind of awning to be erected and the kind of mater ial of which such awning is to be con structed or erected, to the Committee on 'streets and public property of the Common Council of the city of Hepp ner, and if such specifications are ap proved by such Committee, such aw ning may be erected and maintained, but not otherwise. Section 2. That all awnings now erected or constructed adjacent to or upon any street or sidewalk or adjacent to or upon any portion of any such street or sidewalk which the Committee on streets and public property shall deem unsafe or unsightly, the said Committee shall order the same re moved by serving written notice on the owner of such awning, and if same is not removed within thirty days from the date of the service of such notice, then said committee shall direct the City Marshal to re move the same immediately. An ordinance to prohibit dogs from running at large within the cor porate limits of the city of Hepp ner, directing the same to be ta ken up, and providing a penalty for the violation thereof. The people of the city of Heppner do ordain as follows: Sec. 1. That it shall be unlawful for any person or persons owning or having the possession or control of ' any dog or dogs to permit such dogs I to run t large or remain at large up on any street, alley or other public grounds within the corporate limit- of the city of Heppner. , Sec. 2. It shall be the duty of the Marshal of the city of Heppner to take p(sesslon of all such dogs run ning at large or remaining at large upon any street, alley or other pub lic grounds within the corporate lim its of the city of Heppner, and imme diately place the same in a pound provided for the keeping of such dogs. Sec. 3. Any person or persons vio lating any of the provisions of sec tion one of this ordinance upon con viction thereof in the Recorder's Court of the city of Heppner shall bt punished by a fine of not more than twenty five dollars, or by imprison ment in the city jail for a period nf not more than twelve days. Sec. 4. If any person or persons shall be convicted' of violating any of the provisions of this ordinance, and shall fail or neglect to take such dog or dogs from the possession of the Marshal within twenty four hours after such conviction, the Mar shal shall dispose of such dog or dogs by killing the same. All consumers of coal in Oregon, except householders, will be recorded and classified immediately by Fuel Ad ministrator Holmes in accordance with the distribution program of the United Sates Administration. The names of consumers and their needs and the kind of work their various enterprises are engaged in will be ga thered as rapidly as possible for clas sification. The survey is being made in re sponse to a request from Judge Ed-, win B. Parker, priorities commission er, and presages the Issuance of a preference list, under! which indus tries engaged in war work will be given the first call on available fuel. in a statement just issued the War Industries board discovers the crea tion at this time, of industries which will utilize fuel, materials and men which will not contribute direcly or indirectly toward the winning of the war. ' The board however has not en deavored to classify any legitimate business enterprise as "non essen tial," mid later when the fuel prefer ence lists are published every effort will be made to supply all industries with their requirements as nearly as possible. It must be borne in mind however that essential industries will have first call on fuel. ' The steps now being taken by the government indicate that Oregon, a long with the remainder of the nation will be forced to curtail fuel con sumption. Holmes is of the opinion that there may arise the necessity soon of limiting the amount of fuel tli at householders may order. He does not intend to issue such an order however until it is necessary. In the meantime he is strongly advising in dustries and householders to secure their supplies now. With priority order in effect, and with western fuels being diverted east to fill vital requirements of war industries, he points out that the out look for this winter is far from rosy and that every ton, of coal and cord of wood stored now may save many plants from idleness and households from healess days of winter.
