RECRUITING IS STILL 601 ON AS BEFORE Contrary to the general belief. recruiting is still going on all over the United States. This process oi filling the ranks of the army and navy slowed up to some extent while the draft law was being framed and put into effect. The selective draft method will take the men for that position to which they are best fitted, according to the judgement of the government officials. Under the volunteer sys tem, which Is still in vogue, the vol unteer has the privilidge of selecting that division of the service which he desires to enlist in. Postmaster W. A. Whatever Federal aid is granted for the construction of roads in Oregon :his year and during the continuance of the war will be allotted for roads sxtendlng southward from Portland, toward the California line, a link in the proposed Pacific Highway. This Is indicated by an announce ment sent out by the Council of National Defense to all state execu tives, urging the continuance by the states of work on military highways, and the temporary cessation of work on automobile roads designed primar ily to make accessible spots of scenie or historic Interest. The announce ment, therefore, means that whatever money is advanced to Oregon from , the Federal roads appropriation will be applied to the Pacific Highway, and will not be allotted for the road around Mount Hood or the road lead ing to the Oregon caves. In the language of the Council, Federal aid should only ba granted "for through roads, leading from one center of population or commerce to another", and specific mention is made of the Pacific Highway ex tending through Washington, Oregon and California, this being cited as the one road system on the Pacific Coast requiring immediate attention. In this stand the Council approves thoroughly the attitude of the Sec retary of war, and indorsed the Sec retary of Agriculture, and as these officials have jurisdiction ever the Federal road fund, they will be able absolutely to control the allottment and stipulate on what roads it shall be used. 1 NOTICE OF FINAL ACCOUNTING.
