This advertisement is autho rized by aa act embodied in Chapte. 3ul of the General Laws of Oregon as parsed by the 1913 session of th legislature asser My. The taxes ou the following list ad vortised, of real property, becacu delinquent October, 6, J 916, and are subject to a penalty ot 5 per ceut and interest at the rate of 12 per cent per annum until the said taxes slili Uave been paid. .-otiee is nereDy given that six months alter the taxes charged a gaiiist the following real property fast became delinquent the Sheriff is required, by law to issue certificate cf delinquency asainst the said pro perty for delinquent taxes. The said certificates of delinquency shall bear interest at the rate of 15 per ceut per annum until the certificates are redeemed. Any time after the expiration of 3 years from the first date of delin quency of any tax included in the certificate of delinquency the holder of such certificate may cause sum mons to be served on the owner of the property described in the certi ficate, notifying the owner that he will apply to the Circuit Court of the county in which such property is situated for a decree foreclosing the lien against the property mention ed in 6uch certificate. The county code, another of these measures, has to do with the expen ditures of county funds and admin istration of county road work. The supervisor system is done away with and road building centralized under a road master. The state highway code provides procedure for construction of hard- surfaced highways and for co-opera tion of county and state in state highways. It creates a non-salaried slate highway commission of three, one member from each congressional district, severs the state highway en gineer's department from the state engineer's office and provides fo'r the appointment of a highway en-neer. The act to regulate motor vehicles the present motor vehicle license tax es and donates the entire proceeds to state highway work, under the sup ervlsion'of the state highway com mission. It will give upwards of $300,000 a year for road work. The Bean-Barrett bonding act authorizes the issuance, in event re venues from established sources are not sufficient to meet allotments of government road funds of bonds in an amount equivalent to the defleieiv cy, and insures expenditure in Ore- gon of the entire government allot ment for post roads and forest roads and an equal sum of Btate money as is required by the federal act. The amount of bonds authorized Is $1,- 800,000. The 86,000,000 bonding act lays out definite system of state high way and post roads. State high ways are to be paved, hard-surfaced under the provisions of this act. The bond issue proposed is a capitaliza tion of the proceeds for the next 25 years of the quarter-mill road levy that has existed for several years and the increased motor taxes. These revenues on the basis of the present tax valuation and the existing num ber of automobiles in Oregon, will amortize not only the 86,000,000, but the full limit of bonds authorized un der the Bean-Barrett act. In other words, issuance of the full amount of bonds authorized by the Bean Barrett act do not mean any increase in taxation. The $6,000,000 pro posal is to be submitted to vote of the people at a special election on June 4. Of indirect bearing on the road program is a reduction of the gravity test for gasoline heretofore estab lished by law. Government investi gation has shown the test to be of no value, but it has made gasoline one cent a gallon dearer in Oregon. Eli mination will give Oregon consumers gasoline at the same price as con sumers in other states pay. The sav ing will just about offset the increase in automobile license taxes in the course of a year STATE ROAD CODE. Now In Effect What It Provides, Highway Commission of three; to be appointed by governor; one from each Congressional district. First term: One expires March, 31, 1918; one March 31, 1919; one March 31, 1920 thereafter term three years. Traveling expenses under $5,000 bond. State Highway Engineer to be se-1 lected by Commission; salary not in excess og $5,000 to serve at pleasure of Commission, but may not serve more than four years without re-appointment.. Traveling expenses al lowed. Must file bond for $10,000. Not more than 10 per cent fund available for road work may be ex pended for clerical work, adminis tration and assistants. Commission has supervision over all matters pertaining to construction of state highways. Commission shall designate state highway (except such as are design ated by law In the $6,000,000 bond ing bill if same ratified by the peo ple;) but all three commissioners must concur, the governor and two commissioners must concur. Commission is authorized to co operate with Federal government in expenditure of Joint funds. Good faith of state is pledged to maintenance of such highways as are constructed co-operatively with fede ral government. Annual report to be published Dec. 1, of each year. Engineer shall keep records of commission and highway department shall keep public file of all highway plana, specifications and reports; shall compile statistics relative to mileage, character and condition of highways and bridges in all the coun ties; shall investigate and determine the method of road construction best adapted to the various counties. Bids shall be required on all state road work of a value of more than $2,000; contracts shall be -awarded to the lowest responsible bidder on the kind of material selected by the commission; all bids may be reject ed and work done direct by the coin mission for economical prosecution of day labor work. ' Simple but adequate cost account- ty courts; shall furnish specifications to counties and supervise upon re quest. County courts, under penalty, re quired to furnish engineer upon de mand all information on county roads and bridges, costs, locations, etc. If county desires to improve any portion of a state road within the county, engineer, shall locate and es tablish grade; cost thereof to be charged against the construction cost of the road. Convict labor may be used under conditions prescribed by the parole board and approved by the governor. Rights of way shall be furnished by counties, 0 at county expense. State shall supervise work on all county highways of cost of which it pay 25 per cent or more. State shall pay 50 per cent of maiutenace of state highways. Funds shall be set aside from a vallable moneys for use in the fol lowing order: First, salaries and expenses of state highway department. Second, maintenance of such state highways as have been constructed or improved. Third, to match federal appropria tions for joint improvement of for est and post roads. Fourth, to co-operate with coun ties in construction of state highways upon such basis as may be agreed upon between each county and the state commission. All maps and records of the state engineer's office pertaining to high ways, to be transferred to the high way engineer. Quarter mill tax levy for state road purposes is re-enacted. Emergency clause, by virtue of which the code is now in full force and effect. COX IT Y ROAD CODKS. Two new county road codes were adopted by the legislature; one pro viding for the laying out of county roads, and the other for their con struction and maiutenace. The provisions of the first are: County courts given full jurisdic tion over all county roads and bridges. Road location may be Initiated by petition, resolution, grant or condemnation. All roads must be 60 feet wide. Twelve freeholders, or a majority must sign road petitions. Bond of $200 required. Petitions must pay all costs if road not allowed. Board of Viewers shall consist of two disinterested freeholders and one representative of the county court, who may be county surveyor or road master or deputy. Viewers must in clude plat with report. Remonstrance by more remon- strators than petitioners shall termi nate proceedings. Appeal allowed from county court to circuit court. 1 Complete code of procedure outlin ed. All the county road laws covering the scope of Jhls act are repealed. The second act provides the con struction and maintenance code, with provisions as follows: Office of supervisors and roadmas- ters, as formerly fixed by law, are abolished, to take effect Jarftiary, 1, 1918. Employment of roadmaster by each county optional with each coun ty. Deputies, patrolmen and assis tants for districts; only such de puties, patrolmen and assistants as are appointed by County Court or Roadmaster. Duties of roadmaster are outlined: Authority is conferred to drain thru private lands. County courts may allow damages, subject to appeal. Division of county into road dis tricts mandatory; cities and towns to be separate districts. Upon petition of three freeholders county court shall call road district meeting; all legal voters in district entitled to participate, but only tax payers may vote.
