Portland Twohy Bros, get con tract to build 200 freight cars for RABIES LEGISLATION WHEREAS, the disease of rabies is prevalent among the wild animals in the range states of the West, caus ing immense financial losses to the livestock interests, and causing great daugt-r to human lives; therefore We, the undersigned members of the special committee appointed by the President of the Oregon Wool Growers Asso'.'iaticn, ui'oi.iit the fol lowing resolutions for adoption and action: 1;-That uniform control and sup pressive measures against rabies be instituted in the rol'.owir.s states: California Idaho, Washington, Ore gon, Nevada and Utah; 2;-In order that this might be possible in the form of a pormaiwa organization. Hie Suvegon General of the United States Public Health Ser vice be requested thru the Secretary of the Oregon State Board of Health according to Federal Statute, to call a conference at n certain proposed time, and the following being repre sented from each state; (a) one re presentative from the Board of Health ; (b) one representative from the State Livestock Sanitary Board, or similar organization: (c) one re presentative from the Woolgrowers Association; (d) one representative from the Cattle and Horse Growers Association; (e) that in addition to the United States Public Health Ser vice, tho Surgeon General be request ed to have present, a representativa from the Forest Service, and from the Biological Survey. Imloriu Control and Sffpiu'ession Measures: To properly enact control and sup pressive measures, the Committee re commends the following: 1. That each of the above men tioned states, by legislative act, ap propriate a sum of money, the a- mount of which is in proportion to the number of livestock in each I State; i 2. As an alternate arrangement , the individual livestock organiza tions be assessed a certain amount, according to per capita livestock. 3. That the moneys of the appro priation in each Scale be expended under the supervision of a commis sion consisting of one representative from each of the following; State board of health, livestock sanitary board, or similar organization; Bio logical Survey, Forest Service, Wool growers Association, and Cattle and Horse Raisers Association. 4. The said Commission shall serve without salary or expenses charged against the appropriation herein made. They shall adopt measures to eradicate predatory ani mals and prevent the spread of rabies. The Committee further recom mends that the Chairman of this con vention appoint a representative to attend the proposed conference, and that the Secretary of this Convention be directed to correspond with the Secretary' of the Cattle and Horse Raisers Association for the purpose of securing a representative to attend the proposed conference. That the secretary of the State Board of Health be requested to cor respond with secretaries of the boards of the six states previously mentioned with the object of secur ing their support and cooperation. That the secretary of this conven tion be directed to correspond with the Secretaries of the similar organi zations in the States affected, for the purpose of securing their support and cooperation. That the Secretary of the State Livestock Sanitary Board be instruct ed to write to the Secretaries of allied organizations In the States above mentioned. Respectfully submitted: DAVID N.
