Th IVstoiltee Department, already i showing a heavy deficit, wants to be allowed to fix its own rates for car rying the mail, the railroad com panies to be placed under a penalty of $5,000 a day for refusal to accept the terms of the Department. The Post office Department desires to continue the practice of compelling the small railroad company to haul mail matter between railroad stations and postof fices, and to compel the small rfcads to furnish less than forty feet of space in cars to be used as traveling railway postoffices, without anything additional being paid. There are approximately 750 of these small railroads in the United S'ates, few of them making any mon ey, and ninny in the hands of a re ceiver. Their position has been con siderably strengthened in the past few months, by explanations made to various Senators and Congressmen. Particularly are these small roads in sistent on the mail pay question be ing referred to the Interstate Com merce Commission. They are op posed to the general provisions of the Burleson plan as being unfair. They believe that the Fostoffice Depart ment, being a shipper of mail, should not have the right to name the rates and conditions of shipment, any more than the merchant who sends goods by express or freight. The initial struggle between the Postofflce Department and the small roads will be in the Senate and House Committees, but will unquestionably reach the floor of both branches of Congress. W. H.
