Mr. Editor: I would like space iu your paper to give the facts of the matter re ferred to in the Gazette-Times, Nov. 26, relative to the complaint Sled with the Railroad Commission of Oregon, by the transportation com mittee of the Heppner Commercial Club, and the motion of Mr. Smead to have same dismissed. The Heppner Commercial Club at their meeting last Friday evening, instructed Mr. S. E. Notson to write to the Railroad Commission of Ore gon as follows: Heppner, Oregon, Dec. 1, 1914. To the Railroad Commission of Ore gon, Gentlemen : At a meeting of the Heppner Com mercial Club, held Nov. 27, a reso lution was adopted ratifying the ac tion of the committee on transporta tion in filing a complaint with you against the Oregon-Washington Rail road & Navigation Company in re gard to passenger service on the Heppner branch of the O-W. R. & N. line, and authorizing me to ask that the motion by W. W. Smead, Presi dent of the Heppner Commercial Club, for dismissal of said complaint, be withdrawn. In order that the hear ing may proceed. Respectfully, Acting Secretary. This straightens out the tangle which Mr. Smead put the matter in by filing a motion to have the com plaint dismissed without consulting anyone as to the wishes of the Hepp ner Commercial Club, and without as much as consulting the committee who had worked so faithfully in con junction with the Pendleton Com mercial Association and the Arling ton Commercial Club to bring this matter before the Railroad Commis sion and secure a hearing relative to our petition with over four hundred names asking for another train on this branch road. The difficulty began with the O-W. R. & N. Co. refusing to reply to the petition which the committee sent them by registered mall on July 29, 1914. They have chosen to Ignore the committee appointed by the Heppner Commercial Club , to have charge of this matter and preferred to deal with Mr. Smead, having rea sons best known by the Company and Mr. Smead. In answer to a letter written to Mr. Smead, by the O.-W. R. & N Co. on August 24, and pub lished in the Gazette-Times, as chair man of the committee I replied that this matter would be carried before the Railroad Commission and' hoped and believed that they would be com pelled to comply with our requests. This committee has gone forward in this matter as instructed by the Commercial Club, and we believe that we can show the Railroad Com mission that the O.-W. R & N. Co. can put on a motor car in addition to the train now being run and yet have net earnings on the Heppner branch to equal or exceed any sim ilar road in Oregon. The revenue from passenger traf fic, alone which Is 554 cents per train mile practically pays for the operation of the train as being run and in addition to this has express, mail and freight remunerations. Mor row county is entitled to better tralu accomodations and I believe we will get the same. J. PERRY CONDER. Chairman of the Committee. SCHOOL NOTES. By Supt. S. E. Notson. The Irrigon school is making splendid progress under the direction of Prof A. W. McCann and Miss Mar garet Vince. A new heating and ven cilating plant has been installed in the primary room, and if it proves satisfactory, another will be pur chased soon for the other room. A fountain attachment to the large wa ter jar tnsures sanitary conditions as to the water supply. Paper towels are provided for the pupils. An ex cellent equipment for manual train ing has been provided, and the pupils are enthusiastic over the work. The pupils In the primary room are do ing some good work in sewing and basket work. At Castle Rock, Prof. J. A. Gib bons Is again at the helm. This school also has a patent heating and ventilating plant. The floor has been oiled, and a supply of sweeping com pound Is provided. Paper towels are furnished for the pupils. A num ber of improvements are contemplat ed. The pupils are making good use of one feature of play apparatus a croquet set. They are planning the construction of some other play ap paratus. In District No. 39, Miss Lillian Troedson is the teacher. A new wa ter fountain has been installed re cently. The floor "has been oiled. This school also has a new set of maps and a fine new globe. In District No. 8, two teachers are now employed. Miss Esther Cox be gan the school, but the desire of some of the older pupils to take up the ninth grade work made it neces sary to employ another teacher. Miss Erma Davenport was secured for the advanced work. The new building and the premises are being put Into the very best condition. Miss Anne C. Troedson teaches In District No. 16. The work of the term Is starting off nicely. The school was rather late in opening, owing to the fact that Miss Troedson was in Europe when the war broke soon as Blie expected. Her pupils are enjoying some first hand information in regard to conditions on the other sido of the Atlantic. LEGAL NOTICES.
