Lawyers assert that the proposed eight-hour law, it passed, would be held unconstitutional on the grounds that it conflicts with federal regula tions in railroad requirements and the severity of the penalties provided. The Washington News Bureau of the Oregonian states that railroads of the country are now turning de ficits into net profits after the some what favorable suggestions of the Interstate Commerce Commission but inasmuch as this is being done at the expense of service and equipment it is doubtful whether other methods will not be more welcome.
