(Eugene Register) The need of reform in our system of petition making Is indicated by the fact that a number of measures em- oodylng changes of procedure have boon proposed. It is generally ad- miuea mat our method of making initiative and referendum petition is faulty and needs revision, but opin ions differ as to the reforms that should bo adopted. At least "three plans, all of them differing in detail have been put forward, and it is not improbable that all three mav be nn tho ballot this fall. Ex-Senator Jonathan Bourne nro- poses to remedy the evils that have developed by abolishing the paid pe tition circulator, but permitting the voluntary circulation of petitions. His pian is open to the obiectinn flint it is a prohibitory measure that will not prohibit. The inhibition against receiving pay could be circumvented in many different ways, and it is pro bable that if his plan were adopted the abuses would not be greatly de creased. The Lane county- grange has also considered the question of petition reform, and some time aso outllnnri a arait ot a tentative measure, whose mosi interesting feature was a pro vision requiring signatures to peti tions 10 oe ootalned in a certain num ber of counties of the state. Attorney-General Crawford, who is a candidate for governor, has pro posed and made part of his platform uiu muse radical, measure of all. He woiuu make it unnecessary to circu late petitions at all. According to a plan, one or more legal voters may propose any measure by petition. The petition must include the full .exi or the measure, and may be filed with the secretary of state with a filing fee of two hundred dollars which is to be applied nn tho 0t ot printing and mailing election pamphlets. No change is proposed in the present method of making ref erendum petitions. The trouble with thn plan is that it puts the proposal of initiative moasures upon a strictly cash basis and a cash basis at that which Is smaller than the present cost of circulating netltlnnH Tt gives the pooplo no opportunity to prevent the overloading of tho hoi. lot at every election, and this meas- re would probabably result in in creasing the number many times. A simpler method of reforming pe tition abuses than any of these that have been proposed would ho tn nhni- ish the paid circulator and reniifre all petitions to be left in places where mey would be adequately supervis ed and where they might be signed by anyone who wished to see the pro posed measure voted on by the peo ple.
