MORROW COUNTY OFFICIAL PAPER THURSDAY. April, 9. - - 1914. In this week's issue will be found the announcement of Geo. J. Currin of Heppner, who will seek the republican nomination for the office of county commis sioner. We know of no stronger man to make the race for this particular office. Mr. Currin is a man who has had wide experi ence in constructing roads, and the road plank is one of the strongest in his platform. If elected, he promises an economi cal administration of county af fairs from the standpoint of the taxpayer. He shall endeavor to bring about some arrangement whereby money spent for county road shall be of lasting and per manent value. A pleasant hour or two was spent by the editor of this paper at the farm home of Mr. and Mrs. E. M. Shutt, Wednesday. The ex-sheriff is just as energetic in prosecuting the work of hisalfal f a ranch as he used to be in look ing ud the bootlegger and tinhorn in and about Heppner during his term of office. And he is mak ing a success of his undertaking. We have been up and down - the creek from Heppner to the Junc tion during the past week and nowhere did we see the alfalfa as far along as on Mr. Shutt's place. He has certainly adopted the sys tem of getting the plants to grow and he will be in hay harvest far ahead of his neighbors. Notice of Sheriff's Sale. To the Officers had Members of the Hepuncr Commercial Clnb: We, your committee, appointed to lnvnatignte and report on the practic ability of a Septic-lank Sewerage System for the Of ty of Heppner, beg to submit the following: Your committee personally favor the establishment of such a system iintl think it will ultimately prove the beat way to handle the problem. We oalled a meeting of the busi ness men of the oity, in order to get an expression on the subject. It was thought unadvisahle at the present time to recommend the enforcement of such a Bystera. But we do recom mend and ask that the City Council require by ordinance that every prop erty owner within thu city limits in stall at once, either a Septic-tank, a OhemlcaJ Toilet or a privy complying with the standards recommended in the bulletins issued by the Govern ment on this subject. , We also found the sentiment uoan. imously of the opinion that something mqst bee done to better tbe sanitary condition! of the city and that at once. The following Resolution was adopted and we incorporate it in our report, to-wit: , "Resolved that it Is the sense of this meeting that tbe Committee call ing this meeting, report to the , Com mercial Club that recommendations be made by the Club to tho City Council as follows : i That tbn general sanitary conditions' of tha City are not satisfactory; that privy vaults, livery stables, garbage barrells, cess pools and like places are not properly cared for, especially dar ing the summer season and that they are unsightly, become offensive and breed myriads of flies. That a Sanitary Board shonld be appointed or created by the Council with full power to make regulations and rules unon all matters touching the cleanliness, health and comfort of our City and to enforce tho same. That if the present city ordinances are not sufficient to warrant the crea tion of Ktich board and to enforce the rules and restrictions made by it then that the Council pass an ordinance providing for such a body, for the en forcement of its rules and orders and for the mnking and enforcement of any other regulations for the health of the ne'iple. We furthermore recommend Mint n Health Ufficer he appointed to act with the Sanitary Board above mentioned Invested with power, pot only to en force any order of said Boaid, but with authority to act on any case that may come under his o-yn observation, and that sad Officer shall make regular inspections of the local sanitary oon ditons, and further that said Offioer receive for his services a reasonable salary In order that he may leol able to devote the necessary time and at tention to this ery important work. We also request, should this report be adopted, that the Heppner Com mercial Club lay this matter before the Mayor and Citv Council at once and demand their immediate attention to this matter.
