THE WATER QUESTION Kveryone remembers the story of the Arkansaw man with the roofless house when it rained he couldn't put a roof on, when n. (lion t rain rie man t need a roof. That's about the situation in Heppner on the water question when wo need water riht bad in the summer time, we are too busy with other things to Rive the matter any attention except a few cuss words and a grumble or two; in the winter when we have time to think and talk and act alontr lines of public improve- hill because their own faucets were dry. No town can ever prow and prosper in the fullest sense of the word without water. It is one of the essential things need ed in making a home. Men may make money in a town without an adequate water supply but they cannot make homes worthy of the name. There is only one sane, sensi ble, modern way for any town or city of Heppner's size, or larg er to solve the water question and that is through municipal ownership. That proposition is hardly considered debatable in the present age. Heppner has been short sight ed on the water question in the past. The town is so situat ed that it would have been easy, years ago, to have acquired a water right and power site on the creek above town which would have supplied the peo ple with an abundance of water and light at a moderate cost a cost based on water power as against the expensive steam sys i tern now in use. It is not too i late yet for the city to act.
