reorganise the government. It is
very evident that neither Carranxa
nor Villa will become sufficiently
powerful to restore peace. In fact,
either of the** leaders have, probab­
ly, too many enemies and have creat­
ed too many jealosies to ever bring
about pacitiaction.
When President Wilson returns
from the summer whitehouse, there
will be something doing. When he

mined on a course of action and the
