ask>d that a new charter be xubmitted
to the people.
The following resolution» was then
adopter! by the council:
Will Hr is, after careful examination
and legal advice, I have found the
prenent charter of the city of Scio
defective in many particular» and that
many of the ordinances could r.ot lie
enforced, therefore
Hr. it RKHol.vr.P, that the mayor of
».mt city shall ap|e>int two meml>cra of
»i>i*t city council who, together with the
mayor of said city, shall constitute a
>pedal committee of three,
who««
duties »hall be as follow»:
To employ a competent attorney and
have pre pared, under hi» direction, a
new charter for the city of Scio, com­
plete in every detail and up to date of
modem municipalities.
To pr.»vi ic in »aid charter an accurate
description of the city limits a» they
shall hereafter exist.
Said committee shall report at an
early dale as |»>ssible, ami when ao re­
ported at a regular or special meeting
of the city council. then «aid committee
»hall I ave published, in pamphlet form,
enough copie» of said city charter, that
each legal voter may lie provided with
on** copy of the same; whereupon the
said city council shall call a apeeial
election and submit to the legal voters
of the territory described in said
charter, the aaid charter of the city of
Seic, for their ratification or rejection.

On motion the above resolution was
adopted. Th<*« who voted aye were:
Councilmen Philippi, Jones, Prill and
Ueaely; voting no: Counellmen Morri­
son and Shelton. The mayor then de­
clared th« resolution adopted. Council­
men Bilyeu and Prill were appointed to
art in conjunction with the mayor a» a
committee as stated in the body of the
resolutions.
Th« street committee was Instructed
to look after the croeawalk near the
residence of A. G. Prill, which was re­
ported to i>« in need of attention.
Adjourned.
A pension law is al>out to be enacted
by congresa. The new lull provide«
that every honorably discharged soldier
who served 90 daya or more in the civil
war «hall receive at the age of 62 year»
115 per month; at 65 year», 320; at 70
year» 125; at 75 year» or over, 336.
The«« rate« include Mexican war
veteran» who nerved 60 daya or over.
