Dlebl, superintendent of compasses of the navy department, has designed a new compass that he thinks will supersede that In use by mariners for cen turies past. The compass haa been submitted by Rear Admiral Bradford, su MEW COMPASS. perintendent of the bureau of equip ment, to well-known navigators for criticism and several have expressed their approval of the design, which Is to omit the present system of points and fractions thereof and use degrees only. The present card contains points and degrees. The conversion of one Into the Other, Lieutenant Commnnder Dlehl soys, Is a natural result of the presence of both, but Is not a necessity, as would speedily be recognized were the points omitted. Accuracy requires expression In de grees for courHOB, bearings and com pass errors, and not In poiuts, the use of which Is but a duplication of work. The circumference of the proposed card la divided Into the usual 800 degrees, and marked continuously to the right, from ccro degree at north to 00 de grees at east, 100 degrees at south, 270 degrees at west and 800 degrees at north. The card Is subdivided Into divisions of ten degrees, accentuated by heavy lines on the graduated rim and by suit able geometlc figures on the card, each ten degree division of the card being Indicated In figures by Its appropriate number from tero degree or north. Kach ten degree division of the card Is further subdivided into half and quar ter divisions and appropriately marked. Every fifth degree line of the graduat ed circle between the ten degree divi sions Is marked In figures, Indicating Its appropriate number from sero de gree or north. The cardinal and Intercardlnal direc tions are emphasized on the card In geometric figures. In Illustration of the simplicity of the proposed card Lieu tenant Commander Dlebl compares the present card of 800 degrees, having 82 points, one of which represents lift de grees, one-half point, 6.625 degrees, one-quarter point, 2.8125 degrees, with the proposed card, also of 300 degrees, which has 80 divisions, one of which equals 10 degrees, one-hair b aegrees and one-quarter 2.5 degrees. Lieutenant Commander Dlebl says be believes the proposed marking of the compass card would result in greater accuracy In navigation In Its relation to the compass. Everyone hat beard of the marvelous luck of the "Big Four" Mackay, Flood, Fair and O'Brien In the great Corn stock mine In Nevada, but few have ever heard the atory of bow the four men first came together. The tale "Is told as follows; . Just beyond "the divide" two men kept a store. They were James L. Flood and William O'Brien. They had eaved some money after a few years of trad ing with the miners, were ready for a deal in one of the mines, and bad faitb In Mackay and Fair. So when Mackay walked into their store one morning and remarked, "Jim Hood, If you and O'Brien will put up the money, Fair and I will put up the brains, and I think the four of us can buy the 'Con' Virginia and make something out of It" "How much do you want, Johnr said Flood. "Eighty thousand dollars." The deal was closed on the spot. The history of the "Con" Virginia Is as well known, almost, as the story of Washington and the cherry tree. Be fore the four miners struck the "lead" they had exhausted their money and their credit There seemed to be noth ing In the rock tbvy brought out of the earth. Other miners met them day after day and laughed at their appar ently hopeless task. They were Jeered and made fun of. But they kept seri ous faces and sober minds, and were not to be thwarted by the Idle talk of Idlers. One morning, when; the prospect seemed blackest, a friend said to Mackay: "John, luck has gone against you why don't you quit and go prospect lug?" "The man who flpures on luck In min ing Is a fool," said Mackay; "the man who figures on doing a lot of hard work and not losing bis grit will get something." The four partners did not lose their grit, nor did they rely on luck. One afternoon the rumor spread over Vir ginia City that the "'Con' Virginia" raeu had struck a body of ore. It spread as wildfire ofteo swept over the Nevada prairies. The four men left their mine at sundown and walked down C street amid a babel of cheers. The next morn ing the Consolidated Virginia stock had gone from 80 cents to 1230 a share, and In another day up to $500 a share. In three days it was announced that the body of rock was so large that its value could not be estimated. In two weeks the United States government was negotiating with the owners of tht mine for the redemption of bonds whose values had been affected by the Civil War. In two months the finan cial centers of old Europe had felt fhe shock, and about the same time Mack ay, Flood, Fair and O'Brien were able to announce that they were million aires beyond the dreams of avarice. To assure the better protection of the coast from Vlllefranche to Toulon it has been decided to establish special electric posts, Intended to reveal the enemy'a presence In case of an attempt at a night attack, by powerful electric beams, which will light up the country to a great distance, will sweep the hori zon, and thus preventing a surprise, will guide the aim of the land batteries and Increase their accuracy. The work on these, stations is now being pushed with the greatest activity. Taris L'Electrlcltn. Sheep In New South Wales. In New South Wales the number of sheep has shrunk from 01,831,410 In 1891 to 85,782,022 In 1899. In nine years, by natural growth, the sheep of the colonies might have been expected to have Increased 100 per cent. In- stead of this they have decreased near ly SO per cent the effect of drouth. FORTUNE SMILED ON THIS MONTANA GIRL. sill William Andrews Clark, Jr., the fa orlte son and namesake of the Sena tor from Montana, is to wed Miss Fos ter. She Is a daughter of John W. Foster, a Montana Innkeeper, band some and winsome and the belle of Butte. Fortune smiled on Clark, 8r but turned her back on Foster, both being pioneer miners In Montana. Miss Foster brings beauty, but no wealth to Hymen's altar, but young Clark has abundance, and will Install bis bride as mistress of a Fifth avenue mansion. It is asserted that Senator Clark hopes to conquer the New York social world through his beautiful daughter-in-law and the palace which Is to be her home. Pchool Pupil Dfeaipatlona. Teachers generally agree on one thing they say let night entertain ments, if they have to occur in the school child's life, come on Friday or Saturday night, but do not let them break In on study days. One teacher tells me she would much prefer it did not occur at all, and she points out as ber best student the rosy-faced, plainly gowned little girl with her hair neatly parted and hanging in a long braid down her back. "Not only my best pupil," she adds, "but my best girl; sweet-tempered, courteous, and kind to all her fellows, rich or poor. She la simple in ber manners as in ber clothes, ami just a girl, not a young lady yet You ask why? Simply because she has a lovely. wise, womanly mother, with the best Interests of her child and the interests of the whole school at heart yet she Is one of the wealthiest women In the city."
