PATRONIZE YOUR LOCAL MERCHANTS Distribution oí a School Pat rol manual providing a uniform program for establishing and op erating various types of safetv patrols in Oregon schools has been announced by Secretary of State Earl T Newbry Newbry said the manual was prepared by the traffic safety division in response to numerous requests from school and law enforcement officials It is in tended to standardize organizat ion and operation of traffic and school bus patrols, and outlines additional activities covering other phases of school safety. “Under present traffic condit ions. safety of school children is no longer a purely local mat ter," the secretary pointed out. “Through traffic on our high ways makes uniformity of meth ods and equipment necessary if our local school patrols are to receive the cooperation of moto rists in every section of the state " Newbry explained that traffic patrols have been operating in the schools for many years. They are not recognized by statute, however, and must follow a de finite method of procedure to aVoid an illegal status and con sequent liability in the event of accident. The rules emphasized in the manual conform to nat ional recommendations and Ore gon law, the secretary declared In addition to equipment nor m ally furnished by the state highway department, schools may now receive badges, pled ges, citations, and personal as sistance from the traffic safety division, Newbry said. The new program is extended to schools which already operate patrols, as w ell as those which desire help in setting up a system Schools which may not need the standard traffic unit have not been overlooked, he added In formation on fire, building and grounds, and rural school pat rols is included. The manual is now' being dis tributed to law enforcement ag encies and school officials.
