Or from the Oregonlan of April S, 1898: "It a quite a notable primary eleo- tion. The fine work was done under direction of Hon. Sot HIrsch. The gross, dirty work was done under the direction of Hume and his compeers. The money M furnished partly by Senator Mitchell through the Southern Pacific Railroad, and partly by the 'LOCAL. GANG.' It took a great deal of skill and a large amount of money to produce the result la- the wards carried by the combine. ' 2'he problem of the day was to carry the primary Section through obstruction of ' tha polls, through, the Imported and hired rabble and at the same time to shut out actual citizens. In several wards it suc ceeded' There was plenty more like this. ' - t , -- - BUTCHER AND THE PRESIDENT ' The Democratic candidate for Congress stand by the President and against the Trust. , , Cot Butcher in his address Saturday night was commendably frank. In speak ing Of the Republican plea to endorse the President, h ay: "To a are asked .to endorse the Presi dent's fight on the trusts. 2 am with you. I am against the trusts. . But the Repub lican leader are for tha trusts. We have tha Oregonlan for that It aaid the other f!ay that Mr. Ilanna and ether Senator named were fighting the President They meant to defeat him for nomination be cause h w fighting their trusts. They vote on every .proposition against tha trusts, and the Republican leaders are asking your endorsement. Mr. Ban na wire you to Vote for his policies. Now a vote for the Republican candidate mill be a vote for Hanna and tha trusts. A vote forme will be a vote against the trusts and to uphold the President. I don't ask you to become Democrats. The diatribe of the Oregonlan against Mr. Simon may be passed without notice. for they do not belong to the controversy. The question now 1 solely about tha Matthews ring. And It may be Interesting to Inquire of whom that ring Is now com posed. ' There used to be a Mitchell faction. Six year ago It Inaugurated a fight against the Republican party, which has ben kept up to tht day. Tha leaders of the faction were able and uncompromising. Whatever mar be thought of their justi fication; they brought to their contest, brain and skill and courage. Among the foremost ot these leaders were Carey and Mays, and Lord and FlUgerald. . The most notable foe they had to con tend with was the Oregonlan. They were overwhelmed with a vocabulary of billingsgate that la tha Oregonlan' pacul inr weapon.. There lsn'a a vituperative word In the dictionary that wa not ap plied to them. Another foe they met wa Henry Me C Inn. He Isn't bad at billingsgate him self. He Is master also of some other political arts, whose exercise was one of the chief grievances of the Mitchell fac tlon. Tha head and front of Mr. Blmon's offending wa Henry McGinn. Henry' chief co-adjutor in hi political warfare was Mr. Larry Sullivan. Ha was hi fldu Aohatas. Larrjc wa an able second to Mr. Scott and Mr. Mo Glnn and to their abuse and political skill he added the -persuasive Influence of hi ahot-gun. The men were the real burden of the Republican party. Their method form d tha chief objection to the Republican management. But for the tyranny of the Oregonlan, the unscrupulous boldness of McGinn and the brutal aggressiveness ot Sullivan, the Republican party would never have been divided. The real sin Mr. Simon ha to answer for Is 'the com plaisance with which he permitted them to over-ride decency and fairness In the political .management Of the party. Now w recur to the question: "Who compose the ring?" The men who bore the real brunt of the fight for the Mitch ell faction, are no longer Its leader. Carey wanted to be rewarded by the nomination for Governor, which hi abil ity and skill in behalf of hi faction had earned. But he wa turned down by Mr. Scott. Lord, who blowed in six thou sand dollar of his money for a newspa per to fight the Oregonlan four year ago, wanted to be City Attorney, Henry Mc Ginn turned him down. Of all the chiefs of the Mitchell faction, Dan Malar- key ia the only one on the ticket, and he la there by sufferance, and only by becoming subordinate. They have all taken a back a eat. The Matthews ring la now composed of Scott, McGinn. Sullivan and Jack Mat thews. The old-time leaders are connect ed with the ring, but only as satellites. Matthew la the only original Mitchell- lte who exercises any real power.' And he doe so, because he has joined with Scott, McGinn and Larry to throw down his old associate. Matthew ia easily the Chief of the Ring, because he Is Its Master MUd. The other have their limitation. Mr. Scott may be restrained by his logic, Henry by his generosity, Larry by a certain rude remnant of a conscience. But Jack ha no limitations. With thla ring lit view, Mr. Simon' personality 1 a past lasu. There is but one issue, and that 1 whether the peo ple shall run their county or whether th Matthews ring shall run it. WHERE IS HENRY? Mr. Scott la an able writer, and since he ha so vigorously assailed hi old associates we give way to him for a moment to paint th picture of his new friends; Oregonlan, April S, 1896: It. Is alleged that Joseph Simon ha named the delegate to . the convention and controlled nomination for many years. He ha often had a hand In thl business undoubtedly, but he could hardly have carried It alone.. He has been only one of many able gentelmen who have pursued this business. We now find a lot of these clever operator: PAST MASTERS OF THB ART OP MAKING SLATES,' talking of the "Simon tyranny and prof easing to favor th elanrlnn of STILtT SKULKINQ ! unpledged delegates, who will make a tloket through their own deliberate choice, free from ring dloutlon.' "Friends, eountrymen, brethren. Try not fo laugh Immoderately 'when a fact very well known to you all l called to your attention, namely, that the Cham pions and pillar of party liberty, these nakers of unpledged delegates, these de liverer of a suffering party from bos dictation and ring rule, are none ether than Mesar. Hirach, Lotah, Hume, Jor dan, Mlnto, Hall, Bolae, Keady, and Ward, men who ot oourae never knew how to t up convention, have bean positively innocent all their live of late making, - and of course never did and never will ctoop to the'bustness. The fact is. of course, that their whole ticket Is already mad up,, and If they control the convention, It will go through with out a break, check, or murmur. These gentlemen are not bunglers, but artists; many of them with th experience and practice of twenty-five years to draw up on. Catcn them with the convention in their hands and no slates! Wall, hardly." From the Oregonlan editorial, June 8, I8f8. "Joseph Simon has been re-elected in pit of the most extraordinary effort to beat him. The Oregonlan has a good deal to say about papsuckers, which mean, In Ore gonlan language, anybody who aspire to office against the Oregonlan' ring. But there la Mr. T. Cater Powell, who in en capacity or another, ha been drawing public money around the Courthouse for 23 years. His record Is such that he oould not hope of election himself, so he put up on the ring ticket hi brother-in-law, Carl Brandes, for Auditor, ai.a figure head. But T. Cater la to be the real thing. And the Auditor's office would afford tho very best opportunity for Mr. Powell's peculiar talents. Through the Auditor's hand must pass the whole finance of the county, and hi skill and honesty ar th safeguard ot the peo ple's money. Do you want Mr. Powell in that place? A vote for Carl Brandes I a vote for T. Cater Powell. He who run may read. - That wa an unfortunate issue Judge Williams raisedVth Chinese question, MR. INMAK NEVER EMPLOYED A CHINAMAN IN HIS LIFE IN ANY CA PACITY. MR. WILLIAMS NOW HAS A CHINESE SERVANT. There would be no need of exclusion laws If all med were like Bob Inman. The gentle men who have been picked out for mal advertlon ar to be congratulated. If there Is any one thing to make a man friend In this city, it Is to be attacked by th Oregonlan. It ia a passport to publio favor. It praise now would be a .,...1, , . . v. dangerous thing. ELECT THE WHOLE BOARD. George E. Chamberlain a Governor will be able more efficiently to adratniater the affair of tha State of Oregon if he has as his lieutenant V. W. Sears, of Polk County, for Secretary of State, and Henry Blackman, of Morrow County, for Treasurer. These men are mentally equipped to discharge the duties of the offices for which they have been nomi nated and each ha a public record aa the earnest of what be will do If elected. The Governor, Secretary of State and Treasurer constitute a State Board. If the people of this state desire that need ed reforms be fully carried out, they should eleot these two candidates upon the Democratic state ticket. They will be honoring distinguished cltlsens, who, In turn, will honor the people of th commonwealth. Scott ha returned. Whether empty- handed or with Hanna' "dough" I im material. It ha always been on the Id of machine politics. It le on that lde now. It 1 not afraid that the elee tlon of the Citizens' ticket will restore a maohine. It is afraid that It will out the Matthew' machine, There 1 no Republican ticket In this County. The one of that name was nom inated by a oauous of little more than half the member of the convention. Thla question ha been put to Mr. Williams before and is still un answered, 'but the promising goes on night and day and all in Mr. Williams' name. And still Mr. Henry McGinn, x-DIstrIct Attorney, ex-State Senator and ex-Clrcult Judges-one of the leading orators of Oregon, and certainly with a record, re fuses tp come before th people publicly on the platform though he ia personally eliciting their vote -in a private way for another term a Stat Senator. it looka funny don't it?
