A lbert R ossi w as ch airm an of the m eeting. R evised estim ates set th e figure ou tside th e 6% lim itation a t $17,- 188.80, about $500 m ore th an w as voted last year. R ossi pointed out ta h t added valuation w ithin the city m ay absorb this sm all bulge and m ight actu ally result in a slig h t decrease in m illage rate. A ligh t vote of 187, July 7, turn ed down th e budget callin g for $28.500 in excess of the 6 nr lim it ation. Tied in w ith the estim ates w as $5,000 w hich would be allocat ed to the hire of a city m anager. T he council voted to call a special election in conjunction w ith the general election in N ovem ber, to give the people a ch an ce to exp ress th em selves on w hether or not a city m anager should be hired for the city. Teh council fu rth er pointed out th a t w ith com pletion of all side sew ers expected w ithin 60 days, the city would proceed im m edi a tely on a city-w ide street im provem ent program , pending ap proval of th e budget. Adoption o f the com m ission 's 1 advice to the county court on em ploying an engineer would bring all roads under the county under the jurisdiction of the en gin eer. At present, the roadm aster system operates and it would be replaced by the county engineer system . Howard Buford, secretary o f the Lane county planning com m ission w as guest speaker. H e explained w orkings of his group and d iscu s sed problems they had e n c o u a t ered. H is presentation stressed the ad van tages o f a lon g-range son ing program and advised the W ash ing ton county group to give th ou gh t to this idea.
