Since June 1 Since the June 1. 1949 establish- ment of a state unemployment compensation commission office at Hilisboro, there has been a total of 31,625 interviews made, of which were 3,135 applications for work, according to Alvin Elkins, man ager, in a summary of the first six months service. Five hundred and twenty five non-agriculture placements were also recorded in this county, where agriculture is the main industry. Elkins says that the office now has a complete record of workers available through its files and employers need not go to the time and trouble of interviewing and screening out unsuited applicants for the particular job offered. Neither is it necessary to build up extensive application files for fu ture reference in recruiting work ers. The Hillsboro employment ser vice office can provide up to date information of workers at no addi tional expense to the employer who makes use of it. During the last week in Decem ber, estimated unemployment in Washington county and Vernonia, which the office serves, was set at 2.600, compared to the Decem ber 1948 figure of 2,000. This 30% increase is explained as a result of the continued influx of workers from other states and the heavy snows and cold weather that ham pered lumber and timber, basic products operations and construc tion work. Definition of Unemployment; To tal unemployment is the number of persons who are without work, are not attached to a payroll, and are actively seeking employment for pay or profit, and who are able to perform some type of labor during a given time. Logging: Operations in this in dustry have temporarily stopped. The heavy snows cause the logging roads to become impassable. Opera tions will continue as soon as the weather permits. Construction: Building and home construction permits totalled $101,- 100 in Beaverton, Hillsboro and Forest Grove. Due to the large number of skilled and unskilled workers available at this time building construction, new and repair, should be encouraged. Retail and Wholesale Trade: General business conditions in this classification has been good, and compares favorably with the cor responding moftth a year ago. New and additional claims for unemployment benefits in Decem ber totalled 1,327 including inter state. Compensable claims aver aged 1,000 per week almost doubl ing the November load. Under present regulations all employers are notified at once when a claim is filed or renewed. In case there is any question as to reason for separation it is impor tant that this notice be answered promptly. LFXiAl. January ATTORNEY ------------------------------------------------ 13. 1950. Court Decision Predicates New Warrant Policy A recent decision by the Oregon ST. CECILIA CHURCH Masses: 7 a.in., 8:30 a.m., 10 a.m. supreme court will probably change the entire policy of the way school district boards do business, accord ing to an announcement coming from the state office of Rex Put nam, superintendent of public in struction. On last November 15, the court held the United States National Bank liable in a suit brought by the Vernonia school district for recovery of some $34.953 embezzled I by 116 warrants which the school board clerk issued. The court ruled that the bank should have become suspicious at the number of war rants issued and investigated. The state office supposes that banks in the state will now require clerks of school districts to deposit all funds In a personal account as official clerk of the district. Fur thermore, all warrants whose is suance has been authorized must be paid by check rather than sending the warrant through in lieu of check, under the new plan. Attorneys for the bank, bankers’ association and the attorney gen eral's office agree that such a system would meet legal require ments. New warrant forms which will be furnished to school districts in the future will therefore include a bank check attached for use in paying the warrant.
