P io n ee r day s w ere lusty a n d rugged, in m a n y phases. In any settle m ent of the Old West, w h e th e r in O regon, C a l i f o r n i a o r A la s k a , th e re w as a sp irit of high a d v e n tu r e . A nd on th a t h ig h a d v e n t u i e , m a n y a s h a rp -sh o o te r thrived. One of th e m ost fa s c in a tin g devices, w hich s o m e ti m e s stole upon a m a n in a n u n g u a r d e d m o m e n t w a s popularly fa m e d a n d de fa m e d a s " t h e old shell gam e." P u rp o s e of this pastim e, a p p a r e n tly , w as to d eterm ine under which of th r e e w a ln u t shells you could find a dried pea. Of course, th e ie w ere also som e w ho c o n te n d e d t h a t it w as only a tric k m e a n t to f a tt e n the wallet of the g r if t e r w ho s e t up the game. In fact, on pioneer trails, th e old shell g a m e was recognized as a n out a n d out swindle. Sleight of h a n d a n d fast-talking tr ic k s al ways m a r k e d the p erfo rm a n c e , a s well a s th e subsequent t r a n s f e r of m one y o r goods in kind. On the face of it, it would seem t h a t su c h a gam e would ru n out of suckers, a f te r the first tim e a r o u n d . T h e cries of anguish a n d tales of h a r d s h ip tr a c e d to individual jo u s t s w ith the practice should have sufficed to kee p th e b u n co v ic tim s a w a y . Yet, the g am e w ent on a n d on a n d h as still k e p t alive, u p to th e present day. H u m a n n a t u r e being w h a t it is, y ou h a v e to ta k e a sto u t club an d k n o c k som e sense into som e heads. T h ere a r e m a n y p arallels to th is h isto ry -h o n o ie d shell-gam e t r a dition. Som e of th e m a r e not on the s a m e plane, of course. B ut the cute little tric k still rem a in s. U n d e r w h a t shell is th e pea ? T h is editorial column, prio r to th e close of registra tio n for the May 21 prim a rie s, ad v o c a te d a sw e e p in g c h a r g e of r e g istra tio n for D em o c ratic p a r ti s a n s in o r d e r to give th e m a ehance a t a voice in g o v e rn m e n t a f f a i r s by ac tu a lly p a r ti c ip a tin g in the selection of ca n did a tes o ffe ring to serve in public a f fa irs. We believe stro n g ly in the basic r esp o n sib ility of citizenship, w hich expresses itself by a vote in a n y a n d all elections. B u t we do not believe it is good citizenship for a v o te r to pass up a n election because his p a r ty h a s failed to p rovide a rea so n ab le choice betw een c a n d id a te s for all public offices. O ur plea did not endorse a "one p a r ty rule" of th e county R a th e r, it stro n g ly conde m ne d the political m a n e u v e rin g w hich alw ays k n o w s u n d er w hich shell the old pea m ig h t be found. D em o c ratic re g is tra tio n s hav e g a in e d a b o u t 52 per cent over 1944 re gula tions, a s c o m p a r e d to a R e p u b lic an increase of about 42 percent. A g a in s t t h a t in d ic a te d wish to vote D em oc ratic by a g ro w in g n u m b e r of citizens, the W a s h in g t o n County D em oc ratic o rg a n iz a tio n s tr a in e d very few m uscles to produce enough c a n d id a te s to m a k e a "tw o p a r t y ” elec to ra l s y s te m a reality. On the eve of th e p r im a ry elections, th e W a sh in g to n county D em o c r a tic c e n tr a l co m m ittee, we a r e in f o rm e d belatedly, will u n d e r ta k e a "vigorous c a m p a ig n ” to con test all t h r e e c o u n ty seats in the legis la tu r e a n d a t least tw o co u n ty posts. P e r h a p s , to the w earied D e m o c r a tic p a r t i s a n s who have looked in vain for signs of life w ith in this c e n tr a l com m ittee, this aggressive s ta n d will b ring Joy a n d rejoicing. B u t i s n ’t it a little la te to m a k e d e c la ra tio n s w ith filing d e a d lin e long p ast? Is it possible th a t the D e m o c r a tic c e n tr a l com m ittee w ants to keep e v e r y th in g u n d e r control by lim itin g suc h can d iid a te s as they have to one p er co u n ty office? Does th e f e a r t h a t p rim a ry c a m p a ig n in g m ight brin g out a r g u m e n ts t h a t would e m b a r r a s s the top clique of p a rty m oguls m a k e the lim ita tio n on p r im a r y candidates the only sa fe w ay to kee p th e p a r ty o r g a n iz a tio n a liv e ? A nyone h as a r ig h t to file for office, on an y recognized party. Is the s h o r ta g e of suc h D e m o c r a tic filings d u e to a th r e a t th a t p a rty su p p o rt would be w ith h e ld fro m n o n -sa n c tlo n e d politicos, T h in g s m a y not be w h a t th e y seem. M aybe the m a s te r m ind t h a t plies th e county-w ide g a m e is not m a n ip u la tin g the shells an d a s k in g th e vo te rs to guess w h e re th e pea i s - which is all the tim e r estin g in th e h a n d of th e m a s te r-m in d . Maybe th e D e m o c r a tic p a r ty o rg a n iz a tio n , from a deep d r e a m of peace, h a s su d d e n ly a w a k e n e d to find t h a t its n a m e is close to the top of listed political p a r ti s a n s M aybe th e y a r e but lately realizing th e ir responsibility to prosecute a vigorous activ ity fo r those who have faith in th e ir label. Then, hid d e n a w a y in th e m e a su re , is a condition t h a t a $10,000 fine would be im posed upon a n y o n e w ho edits, m a n a g e s or w o rk s for such a publication. In o th e r w ords, an y o n e w ho c h a lle n g es a n y a c t of g o v ernm e nt, w h e t h e r it be do m e stic or in te r n a tio n a l. If R e p r e s e n ta tiv e M u ndt can find a n y Justifica tio n for his m e asu re, he would p robably have to go bac k into his ow n dub io u s b a c k g r o u n d to locate It. And he m ig h t also reveal, If he h a d a m in d to do so, w h a t in te r e s ts a r e b ehind the piece of legislation. F o r this is no o r d in a r y legislation, designed by a w o rrie d citizen a s a m e a n s of fo re sta llin g a n a t t a c k upon n a tio n al institu tio n s. T his is a vicious piece of h a n d i w o r k to a b r o g a te an y voice t h a t would criticize a n y a c t of the fed e ra l g o v e r n m e n t.
