A treaty is an agreement, nothing more and nothing
less. It seeks to reach the minds and motives of nations
and to express them, just as contracts constitute agree­
ments between individuals and corporations. In a treaty
thare must he a “ meeting of minds” as the meaning is
phrased in private contracts. Pacts such as has been
signed serve to take the place of codified international
law. The Kellogg treaty simply means that the various
powers have put into words their full force of opinion
against war as an institution of civilization As Senator
Walsh, of Montana, put i‘ . “ The treaty is more than a
feeble gesture. A nation that violates it will he an in
ternat ional lawbreaker.”
Words do have power. Words brought Magna Carta,
that great document of English liberty. Words gave the
people of the United States their Constitution from which
has resulted a great nation and a balanced government.
Words have outlawed nearly all forms of wrong-doing,
hut not until public opinion in the agreement of minds
made it so. N V o i - t h P Kellogg pact nor any of'nn-
treaty between nations will ever accomplish the desired

Erom this time on let the world look upon other meth­
ods of settling disputes than the taking up of arms, if
those who have ratified this treaty truly represent the
nirit of the peoples that make up the nations involved,
'he world may rightly expect a period of peace never be­
fore equalled for length of time. If the wording of the
< ict represents the spirit that inspired it, and if the new
venerations springing up take peace for granted by con
sistently refusing war as a means to national ends, we
’’ave arrived at a period of glorious victory over an in
glorious age in the conflict of blood.
