OREGON, FRIDAY, FEBRUARY 13, NO MOKE UAKPSBURGS Nations seem to learn surprisingly little from history, even when it is their own history. Hungary, after all she has suffered from monarchy, has voted for a return of mon archie rule. And for a monarch she wants another Haps burg! Ordinarily it would hardly be considered anybody else's business what kind of ruler Hungary might have. But it is difficult in this case. The war started by the Hapsburgs, which in origin and character was quite in keeping with the Hapsburg history and traditions, has led to a stern resolve on the part of the dominant powers that never again, will that unprincipled dynasty be tolerated. Europe is fed up on Hapsburgs. The Allies have there fore served notice on Hungary that "such a restoration of a dynaty which to its subjects represented a system of coercion and domination in Alliance with Germany over other races would not be consistent either with the principles for which this war has been fought or with the result of the liberation of subject peoples which has been achieved, and that the choice of a Hapsburg would be at variance with the peace settlement, and can be neither recognized nor tolerated." Europe is fed up on Hohenzollerns, too, and any at tempt to set any of that brood on any throne will call forth a similar prohibition. This incident, however, shows that the curse is seated deeper than most people have thought. The evil is not eradi cated when the autocrates are removed. Like Aesop's frogs, the foolish people may still clamor for a king, and court their own destruction. The monarchy idea is strong yet through out Central Europe. There is still too much Hapsburg in Hungary and Austria, and too much Hohenzollern in Ger many. Before the world is really safe, the people them selves must be democratized. INTERNATIONALIZED WATERWAYS u The League of Nations, though awaiting participation of the United States for entrance into its full sphere of ac tion, is already operating in several important respects. One of them is the control of the internationalized navagable rivers of Europe. The Scheldt just now affords a good example of what is to be expected along this line. Belgium and Holland, after decades of disagreement, hase -finally adjusted their rival claims to that stream. Holland, holding both sides of its mouth, is no longer to dominate it as she did in the war, to the great embarrassment of Belgium, whose seaport, Ant werp, could be reached from the sea only through neutral territory. There is to be henceforth joint control of the Scheldt by the two countries. 1 hey are to co-operate in a new system of auxiliary canals, and questions of dispute are to be referred by them to the League of Nations. The much more important streams, the Rhine and Dan ube, through which the heart of Europe is reached by sea borne commerce and wants of a dozen interior nations are supplied, will be developed and controlled in the same en lightened way.
