War prohibition, a temporary measure, has given way to the more substantial sway of prohibition under federal amendment. The liquor traffic is now barred by the Constitution of the United States. This gives prohibition a sudden access of strength. Peo ple inclined to disregard a mere act of Congress treat the matter now with more respect, and the government is pre pared for more vigorous enforcement. t There must be no more trifling with this business, on the part of either public officials or private citizens. A very considerable minority do not like prohibition. But it rep resents the will of the country, and the majority must rule. Good sportsmanship and good r'izenship alike demand the fullest acquiscence in the law and in the regulations adopt ed to enforce it, and strict punishment for offenders. Ont only because it is the law and the will of the na tion, but because it affords so remarkable an opportunity for experimentation, prohibition must be made fully effec tive. Thus we shall learn precisely what are the effects upon a whole nation of prolonged, complete abstinence from al cohol. In all history there has been no such trial. After a few years, then, if the nation is not satisfied, it can go back to its booze. 'o PUBLIC AND STEEL STRIKE Officially calling off the steel strike, the strike leaders say they have been compelled to take this step because the steel corporation had the "active assistance of the press, the courts, federal troops, state police and many public officials and that this combination has "denied steel workers their rights of free speech, free assemblage and the right to or ganize." It is a specious statement, ingeniously designed to hide the leaders' own responsibility for failure. There is just enough truth in it to make unthinking and prejudiced strikers, perhaps, take it as all true. It will hardly deceive znv logical and unprejudiced mind. There may have been,' in some places, an unjust limita tion of assemblage and free speech so tar as the steel strikers are concerned. There was not much of that, however, and it had little to do with killing the strike. The big majority of strikers had aS much freedom as strikers usually have, and as much as they could have asked. In some industrial cen ters, as in Cleveland, they even had the active cooperation of the authorities, who protected them and barred strike breakers from the city. What this statement really amounts to is a complaint that the public, as a whole, was against the strike. That is very true; and rather than whine about it, the strike-leaders should learn a lesson from it. Why was the public opposed to this strike more unani -nously, perhaps, than it had ever been against any other labor effort? Because the strike was wrong. Press and public alike were, and are, in favor of labor organization and collective bargaining;but they will not sanction seeking them at a time like this, by deliberate stoppage of produc tion instead cf peaceful propaganda and negotiation. The coal men have had a very similar experience, for similar reasons. Any other body of workers that similarly defies public sentiment will suffer likewise, and hurt the cause of unionism instead of helping it.
